
The Ministry of Health requires medical facilities in the Central region to be ready to provide emergency care to victims caused by floods.
Pursuant to Official Dispatch No. 208/CD-TTg dated November 4, 2025 of the Prime Minister on proactively preventing, avoiding and responding to storm No. 13 (international name Kalmaegi), the Ministry of Health requests the Departments of Health of provinces and cities in the Central region, units under and directly under the Ministry of Health in the Central region to urgently and strictly implement the directives of the Prime Minister, the National Steering Committee for Civil Defense and the Ministry of Health in responding to storms and floods after storms, ensuring safety for people.
The Ministry of Health requests to closely monitor the development of storms, rain and flood situations; proactively review plans and solutions for storm and flood prevention and implementation of storm and flood prevention and response work in accordance with natural disaster developments and practical requirements of localities, in accordance with the Prime Minister 's direction to "be proactive early and from afar", "worry about unsold goods, be happy", with the most determined spirit, anticipating the worst scenario.
At the same time, deploy prevention, avoidance and response measures at the highest level to absolutely ensure the safety of people's lives, limit damage to people's and state's property, and avoid being passive or surprised in any situation.
At the same time, organize professional and emergency duty 24/7, ready to receive, provide emergency aid and treatment for victims caused by rain and floods; ensure adequate supply of essential medicines for people, supplement reserves of medicines, chemicals, materials, and backup power supply equipment to be ready for use in case of emergency according to the 4-on-the-spot motto.
Protect medical facilities in at-risk areas
The Ministry of Health also requested units to deploy plans to protect medical facilities in areas at risk of being affected by floods; proactively evacuate and protect people and property in low-lying areas at risk of flooding, flash floods, landslides.
Closely monitor and respond to epidemics during storms, floods, and landslides; promptly detect and handle epidemic situations; organize environmental sanitation, ensure clean water and food safety during and after storms and floods; absolutely prevent epidemics from breaking out after floods. Arrange and stabilize medical facilities, ensure medical examination and treatment for people after floods.
Report on the damage situation, needs, local guarantee capacity and propose support when exceeding capacity, send to the Department of Planning and Finance, Department of Disease Prevention, Department of Medical Examination and Treatment Management, Ministry of Health for synthesis and report to competent authorities for consideration and resolution.
The Ministry of Health requests relevant units to urgently organize and coordinate the implementation of tasks.
