Responding to dangerous natural disasters

Việt NamViệt Nam08/05/2024

In 2024, natural disasters are forecast to be complicated and occur frequently in Phu Tho province. According to the direction of the Provincial People's Committee, departments, branches, localities and units focus on developing specific plans to prevent and combat types of natural disasters that often occur in the province to minimize damage caused by natural disasters, ensuring safety for production and people's lives.

The thunderstorm on April 20 caused damage in Chu Hoa commune, Viet Tri city and was promptly resolved.

Right from the first months of the year, the province has experienced 3 heavy rains accompanied by thunderstorms and strong gusts of wind, causing a lot of property damage. According to the assessment of the Northern Mountainous Region Hydrometeorological Station, from May to October, severe heat and humidity are likely to appear more frequently; rainfall in the province from August to September is generally 10-30% higher than the average of many years. Dangerous weather phenomena are likely to appear: storms, heavy rain, thunderstorms, whirlwinds, lightning, hail, heat...

In fact, the types of natural disasters that often occur in the province in recent years include: floods; flash floods; landslides; tornadoes; lightning and are affected by storm circulation.

A dangerous meteorological phenomenon is a tornado. A tornado is a whirlwind with a wind force as strong as a storm, but it is formed and dissipates in a short time with a narrow range of activity from a few square kilometers to a few dozen square kilometers. On its way, it can sweep away or destroy many things. On April 20, a natural disaster occurred in the province due to heavy rain and thunderstorms, causing widespread damage in the districts of Yen Lap, Thanh Son, Tan Son, Thanh Thuy and Viet Tri City. The natural disaster damaged more than 1,000 houses; many areas of rice, crops, forestry trees, and electric poles were broken... To prevent tornadoes, it is necessary to build solid houses to increase stability; cut and prune branches and tall, easily broken tree branches near houses and power grids; when a tornado occurs, people must find a safe shelter.

A storm is a tropical cyclone that occurs at sea with strong winds of level 8 or higher, a tropical depression is a complex weather phenomenon that occurs over a large area at sea or on land when there is a whirlwind phenomenon concentrated around a low pressure area but not strong enough to be called a tropical storm. It is forecasted that in July there will be 2-3 storms in the East Sea, including a storm that is likely to affect our mainland and Phu Tho. To prevent storms and tropical depressions before storms, it is necessary to reinforce houses to increase their stability. When there is a storm, you should take shelter in a solid house, do not go out when it rains heavily.

It is noteworthy that in recent years, flash floods are a type of large flood that occurs suddenly on mountainous rivers and streams, lasting for a short time, with strong currents and great destructive power, often occurring in the province, especially in the districts of Thanh Son, Tan Son, Yen Lap, Ha Hoa... To prevent flash floods, it is necessary to divide flood flows, build additional spillways in reservoirs, expand the flood discharge aperture of the bridge system on traffic routes; map flash flood locations; forecast flash flood warnings; adjust settlements, evacuate people from flash flood areas; propagate and train flood prevention plans.

In recent years, landslides have often occurred in the province, causing loss of life and property. To prevent landslides, it is necessary to dig underground drainage wells to lower the groundwater level, or dig away sloping land blocks; build retaining walls or pile up rocks...; and relocate households at high risk of landslides.

Another type of natural disaster worth noting is lightning. Lightning is one or more long sparks with extremely high voltage from summer clouds that can cause human casualties. When a thunderstorm is about to occur, the best place to avoid lightning is a building or office. When indoors, stand away from windows and doors; avoid wet places; do not use the phone; unplug electrical devices. When outdoors, do not use trees for shelter from the rain; avoid metal objects such as bicycles, motorbikes, iron fences, etc.

According to Mr. Tran Quoc Binh - Deputy Director of the Department of Agriculture and Rural Development, in order to proactively respond to natural disasters at all levels, sectors and organizations need to implement the motto "Proactive prevention, timely response, urgent and effective recovery". Localities and units need to proactively review and develop response plans for common types of natural disasters in the area in accordance with the characteristics of each region. One of the important solutions is to raise people's awareness of types of natural disasters and preventive measures to minimize damage caused by natural disasters.
