Due to the impact of heavy rains after the circulation of storm No. 3 (2024), behind the houses of 12 households in Na Ha village, Ban Lau commune (formerly Lung Vai commune), cracks appeared with a high risk of landslides. To handle the cracks, an anti-landslide embankment was constructed. However, in the rainy season of 2025, when the project was not completed, landslides continued to occur, causing great concern to the households.

From July 2025, coming to Na Ha village, Ban Lau commune, just looking from afar, anyone can see a residential area located right at the foot of the hill that is suffering from serious landslides. The landslide from the high hill down in a long streak, breaking the concrete embankment, threatening to bury the houses below.

Mr. Vuong Van Lieu, from Na Ha village, still goes behind the hill every day to look at his family's unfinished house and sigh sadly. Mr. Lieu's family is one of the households whose house wall collapsed due to landslides.

Mr. Lieu said that a year ago, due to the impact of prolonged heavy rains, long cracks appeared on the hill above Na Ha village, posing a high risk of landslides. To ensure the safety of the people, Muong Khuong district (old) started building embankments behind the houses of the households. When the project was almost completed, the villagers were very excited; some households that received support to remove temporary houses started building new ones. However, since May this year, after heavy rains, the project had not yet been completed and landslides occurred, causing his house and some households to be flooded with rocks and soil, collapsing the walls.

Mr. Lieu shared: If it doesn't rain, I stay home to raise livestock during the day, but at night I have to sleep somewhere else and don't dare stay at home.

Sharing the same situation as Mr. Lieu, Mr. Vuong Van Thuong, Na Ha village, hopes that the landslide embankment project behind his house will be completed soon so that he can have a stable and safe place to live.

Mr. Thuong said: After the circulation of storm No. 3 last year, people were very grateful to the State for supporting the treatment of areas at risk of landslides. However, by 2025, when the embankment project has not been completed, landslides will continue. We hope that all levels and sectors will soon pay attention to remedy and completely handle this area so that people can live in peace.

Directly present at the landslide area in Na Ha village, Ban Lau commune, the reporter recorded a large amount of rock and soil from the top of the hill flowing down to the residential area below. The large landslide completely broke the concrete embankment behind the houses of the households, along with the drainage system and the concrete surface on the steps on the slope.

According to Mr. Lu Van Hung - Head of Na Ha village, some underground water veins appeared on the hill, causing the soil to absorb water, leading to landslides.

Recently, although the village and commune have repeatedly requested the construction unit and investor to speed up the progress to complete before the rainy season, the slow construction has caused the project to continue to be eroded before it is completed.

"Over the past year, the lives of households with houses in the landslide area have been greatly affected, often having to move when it rains," said Mr. Hung.

Mr. Le Thanh Hoa - Vice Chairman of the People's Committee of Ban Lau Commune, Lao Cai Province said: The circulation of storm No. 3 (in 2024) caused heavy rain, causing long cracks to appear on the hill behind the residential area of ​​Na Ha village, posing a risk of insecurity for 11 households below.

Faced with the above situation, the People's Committee of Muong Khuong district (old) has allocated a budget of 2.5 billion VND to carry out the embankment project to prevent landslides in Na Ha village.

Up to now, due to the impact of heavy rains in 2025, the construction project continues to experience landslides at a more dangerous level.

Recently, the People's Committee of Ban Lau commune has repeatedly requested the Management Board of Muong Khuong area construction investment projects to find solutions to speed up construction progress and handle landslides to soon stabilize people's lives.

Recently, to deal with the landslide site, the project has been supplemented with 1 billion VND to continue the repair. However, due to the impact of floods, the construction progress is still very slow. Meanwhile, 11 households in Na Ha village, including the elderly and children, still live in fear of landslides every day, having to move to temporary shelters every time there is heavy rain, and their lives are not stable.

After many times of contacting the Muong Khuong Area Construction Investment Project Management Board, we also met a representative of this unit to get information about the anti-landslide project in Na Ha village.

According to Mr. Lu Phuc Minh - Deputy Director of the Muong Khuong Area Construction Investment Project Management Board, the project to handle landslides in Na Ha village is invested by the Board, with a total cost of 2.5 billion VND and has just been supplemented with an additional 1 billion VND to continue the repair.

Currently, the project has basically completed the excavation and landslide clearing, however, during the implementation process due to heavy rain, the project continues to be at risk of landslides. It is expected that in mid-December, if the weather is favorable, the project will be completed to ensure the safety of the people.

The solution to the area at risk of landslides is to clean up the landslide and dig to reduce the load on the positive slope. Initially, the consulting unit designed the slope of the excavated slope to be 1/1.5 according to the standard. After the construction was incomplete and there was a continued landslide, the Muong Khuong Area Investment and Construction Project Management Board resolved the problem by designing a slope of 1/1.75; a stone gabion revetment connected to the already constructed concrete revetment with a length of 90 m, a height of 3 m and a concrete drainage ditch behind the foot of the stone gabion revetment.

Looking closely, we noticed that the embankment was stacked with a lot of boulders, covered with a layer of concrete on the outside; the entire embankment system was pushed down by the mass of rocks and soil above, close to the houses of the households below.

According to the reporter's observation, a huge amount of rock and soil from the hill slid down right behind the houses of the residents, causing the entire unfinished construction to be completely damaged. Concrete sections, as well as drainage ditches, were pulled down, in particular, about 30 meters of concrete embankment were completely broken.

In addition, the stepped drainage ditches and the concrete layer poured above the sections were also quite thin (in fact, they were broken when the soil collapsed).

Talking to us, a technical officer of the Muong Khuong Area Construction Investment Project Management Board explained that, while the construction units were pouring concrete for the anti-erosion embankment system for about 30/127 m, heavy rain caused the landslide. Because the concrete embankment was only 3 days old and not old enough, it broke when the landslide occurred (?!).

As for the concrete embankment inside with rocks and no use of steel, it is done in accordance with the design of the construction design consultant (the embankment is poured with concrete and rubble, with a ratio of 70% concrete grade 150, 30% rubble).

In fact, in large landslide areas such as Na Ha village, Ban Lau commune, the design and construction of the project must be carefully calculated to ensure solidity and effectiveness in preventing natural disasters. However, the landslide treatment project in Na Ha village, despite an investment of 2.5 billion VND, was damaged by landslides before completion, causing special concern among the public and local people.

When asked about whether the Na Ha village landslide treatment project, with additional funding and the application of a new construction method, can be guaranteed in the long term, Mr. Lu Phuc Minh - Deputy Director of the Muong Khuong Area Construction Investment Project Management Board affirmed: After completion, the risk of landslides will almost disappear, not affecting the living conditions of the people.

Regarding the local inspection and supervision role, Mr. Le Thanh Hoa - Vice Chairman of the People's Committee of Ban Lau Commune added: We regularly inspect and supervise the construction unit to promptly detect any shortcomings and risks, report to the investor as well as the supervision consultant unit to coordinate in overcoming them.
