From October 21-23, 2025, due to the influence of storm No. 12 causing heavy rain, rising river water levels combined with coastal high tides, the coastal section through Tan An Hai village, Phu Loc commune suffered very severe erosion with a length of about 500m, eroding 10-15m deep into the mainland, up to 20m in some places and eroding directly to the traffic route from 0.5-2m, this is the only route leading to Hai Binh residential area (Tan An Hai village) currently has 63 households with 190 people living.
Currently, the sea waves are rising and there is a risk of continued widespread erosion, causing damage and collapse of the road and isolating the entire Hai Binh residential area, Tan An Hai village, Phu Loc commune, affecting the lives of people living in the area and socio-economic development.
According to the issued Decision, the Chairman of the City People's Committee assigned the Chairman of the People's Committee of Phu Loc Commune, Head of the Commune Civil Defense Command Committee to continue to urgently organize the implementation of the following specific measures to initially prevent and minimize damage caused by natural disasters in coastal areas. Mobilize forces, means and assign specific tasks to each member to regularly monitor the situation of landslides at the scene, promptly take response measures. Mobilize legal resources according to regulations to carry out emergency handling, reinforcement, and initial landslide prevention to limit landslides and traffic route disruption when there is rain, storms and floods.
In addition, put up warning signs, delimit dangerous areas, arrange guards, guide people to ensure safety in the area; strengthen information and communication so that tourists know about the risk of coastal erosion, proactively take preventive and response measures. Regularly update the situation of erosion and the level of impact and report to the City People's Committee, the City Civil Defense Command, the Department of Agriculture and Environment, departments, branches and sectors for monitoring and direction; strictly prohibit tourists from swimming in the area where erosion is occurring.

The City People's Committee also assigned the Management Board of the City's Agricultural and Rural Development Construction Investment Project to preside over and coordinate with relevant units to urgently develop an emergency plan to prevent the above coastal erosion, and send it to the Department of Agriculture and Environment for review and agreement on the plan. The Department of Agriculture and Environment urgently appraises and agrees on the plan to urgently handle the above coastal erosion. The Department of Finance is assigned to preside over and coordinate with relevant sectors and units to advise the City People's Committee on allocating funds for emergency handling.
Mr. Nguyen Van Hiep, Chairman of Phu Loc Commune People's Committee, said that immediately after the landslide occurred, the locality urgently implemented temporary reinforcement measures. The locality mobilized forces and vehicles to pour rocks to reinforce the landslide sites, limiting further landslides in the vulnerable section.
