Instructions for registering to receive pension for voluntary social insurance participants

From July 1, 2025, eligible voluntary social insurance participants can register to receive pensions according to Decision 863/QD-BNV with specific procedures, documents and deadlines.

According to Decision No. 863/QD-BNV of the Ministry of Home Affairs , effective from July 1, 2025, voluntary social insurance (SI) participants who are eligible for pension can follow the prescribed procedures to register to receive monthly pension.

Applicable objects

This regulation applies to:

- Employees who are of retirement age as prescribed in Clause 2, Article 169 of the Labor Code, and have paid social insurance for 15 years or more.

- People who started participating in voluntary social insurance before January 1, 2021, have paid social insurance for at least 20 years, and are 60 years old for men and 55 years old for women.

Implementation sequence

Step 1: Within 20 days before the time of eligibility for pension, voluntary social insurance participants or people who are reserving social insurance payment time submit documents to the social insurance agency according to regulations.

Step 2: Within 20 working days (excluding holidays and Tet) from the date of receiving complete documents, the Social Insurance agency is responsible for resolving the regime. In case of non-resolution, the agency must respond in writing and clearly state the reason.

How to do it

Participants can apply in one of three ways:

- Directly at the Social Security agency

- Send by postal service

- Submit online on the Public Service Portal of Vietnam Social Security.

Implementing agency

- The Social Insurance Agency under the decentralization of Vietnam Social Insurance is the unit directly performing administrative procedures.

Participants will receive a Decision on monthly pension benefits.

Fees

- Procedures do not charge fees.

Application form

- Comply with the regulations of Vietnam Social Security.
