
Statistics show that by the end of August 2025, outstanding real estate credit was over VND4 trillion, up 19% over the same period. However, this capital flow mainly went into the high-end real estate segment or speculation instead of affordable housing.
This situation causes a supply-demand imbalance. Experts say that for the market to develop sustainably, priority should be given to developing affordable commercial housing (under about 3 billion VND) and supporting real home buyers.
Proposals include tightening loan limits for second and subsequent home purchases, applying lower loan rates to limit speculation, and improving data and monitoring systems to distinguish between real home buyers and investment buyers.
When capital is invested in the right direction, the affordable housing segment can recover and play a central role in the market.
