The government is determined to fight against counterfeit and fake goods.

According to the National Steering Committee 389 (National Steering Committee against smuggling, trade fraud and counterfeit goods), the production and trade of counterfeit goods, poor quality goods, goods of unknown origin, etc. are still operating openly in many places, increasing in the e-commerce environment on a large scale, for a long time, directly affecting people's health. In the first 4 months of 2025 alone, authorities have arrested and handled more than 34,000 cases of violations in the production and trade of counterfeit and poor quality goods... Of which, nearly 1,400 cases have been criminally prosecuted, more than 2,100 subjects...

On April 3, the Investigation Police Agency of the Ministry of Public Security initiated a case of "Production of counterfeit food products" and "Customer fraud" occurring at Asia Life Company, Chi Em Rot Company and a number of related companies in Ho Chi Minh City and Dak Lak province; prosecuted 5 defendants. On April 10, the Investigation Police Agency of the Ministry of Public Security initiated a case of "Production and trading of counterfeit food products"; "Violation of accounting regulations causing serious consequences" occurring at Rance Pharma International Pharmaceutical Joint Stock Company, Hacofood Group Nutrition Pharmaceutical Joint Stock Company and related agencies and organizations; prosecuted 5 defendants. On April 18, the Investigation Police Agency of Nghe An Province initiated a case and prosecuted 4 defendants for "Violation of food safety regulations". The evidence of the case includes 1,948 jars containing various types of bean sprouts, with a total weight of about 25,000 kg of bean sprouts; accessories for bean sprout production; 25 liters of pure "candy water" chemical solution (scientific name is 6-Benzylaminopurine (6-BAP)) and 150 liters of mixed solution for production.

On April 20, Thanh Hoa Provincial Police initiated a case of "Production and trading of counterfeit medicines and disease prevention drugs", prosecuting 14 defendants. On April 26, the Ministry of Public Security's Investigation Police Agency initiated a case of "Production and trading of counterfeit food products", "Violation of accounting regulations causing serious consequences", confiscating over 100 tons with more than 900 brands of functional foods for the elderly, children and pregnant women, prosecuting 5 defendants. On May 7, Bac Giang Provincial Police initiated a case of "Production and trading of counterfeit cosmetics", prosecuting 2 defendants. This facility has produced thousands of counterfeit cosmetic products, successfully selling more than 100,000 orders to customers in provinces and cities across the country through e-commerce trading platforms Shopee, Tiktok...

In April 2025, the Kera vegetable candy case, from a false advertising suspicion, became a criminal case with many famous people being prosecuted and temporarily detained. At the same time, public opinion was shocked by the large-scale fake milk scandal involving two companies, Rance Pharma and Hacofood Group. Nearly 600 product lines used cheap ingredients, mixed with toxic additives, and were distributed to the most vulnerable: diabetics, people with kidney failure, premature babies, and pregnant women. More than 500 billion VND in illegal profits were earned in four years, until the press and the Ministry of Public Security's investigative agency got involved.

According to Dr. Nguyen Si Dung, former Deputy Head of the National Assembly Office, a sad reality is that many people, especially the sick, the elderly, and children, still have to use fake milk products, fake drugs, and poor quality drugs every day, which are falsely advertised as “miracle drugs” that can cure all diseases. This not only directly harms people’s health and lives, but also erodes trust in the market, the law, and public institutions.

Faced with this serious situation, Prime Minister Pham Minh Chinh has issued a strong order, requesting the establishment of a special task force and launching a nationwide campaign to crack down on smuggling, counterfeit goods and poor quality goods. This is not simply a general inspection, but a strong statement of action by a Government that is determined not to compromise with wrongdoing, evil and violations of the law...

Business culture needs to take kindness as its core value.

It is worth mentioning that many businesses have turned a blind eye, or even assisted in consuming poor quality products for short-term profits. They ignore the thin line between legal responsibility and ethical responsibility, disregarding brand reputation and customer rights. However, a business with a long-term vision needs to clearly realize that business ethics is not only a social obligation but also a valuable asset of their own. When businesses put profits above all else, regardless of ethical standards, their reputation will sooner or later be destroyed.

Dr. Nguyen Sy Dung expressed that strictly handling, even criminally prosecuting individuals and organizations that assist in smuggling, producing and trading counterfeit goods is absolutely necessary and in accordance with the law. However, to deal with the root cause, it is necessary to build a foundation of healthy business culture, with decent values ​​as the core. Right from school, students need to be educated about consumer culture, the value of genuine products, ethics in production, business and a sense of social responsibility. In the community, there needs to be a mechanism to honor and encourage genuine producers, promote responsible consumption, and not assist in counterfeiting. There needs to be a large-scale communication campaign on decent consumption. There needs to be community supervision of smuggling rings. And there needs to be a mechanism for social organizations to propose policies, criticize institutional loopholes and support consumers when their rights are violated.

No brand can survive long-term if it relies on deception. No industry can expand internationally if it cannot affirm its transparency. Business ethics help businesses protect themselves from fluctuations. It is not an easy path, but it is the only path if businesses want to develop sustainably. Compromising or ignoring counterfeit goods not only harms consumers but also destroys the brand and trust that businesses have worked hard to build. Businesses should not harm themselves or others for short-term benefits... It is time for businesses to prioritize long-term interests and business ethics, and closely coordinate with authorities to prevent and strictly handle violations. Only then will the line between ethics and responsibility become clear, creating the foundation for a healthy and sustainable business environment.

“A strong national entrepreneur with courage, ethics, and social responsibility...”

From another perspective, besides the fight against fake food and counterfeit goods, Vietnam is witnessing the development of a new force of national entrepreneurs, just as Ho Chi Minh's ideology laid the foundation. The most important recent milestone is Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on Private Economic Development, affirming: "Developing a strong team of national entrepreneurs, with international competitiveness, ethics, courage, serving the Fatherland, for the prosperity of the country and the happiness of the people"... This is the inheritance of Ho Chi Minh's ideology on the positive role of the industrial and commercial sector, at the same time setting out new requirements for the integration era: not only getting rich domestically but also reaching out globally, playing a leading role in strategic industries, innovation, core industries and high technology.

General Secretary To Lam has repeatedly emphasized that: “A country that wants to be strong must have a strong economy; to have a strong economy, it is impossible without a strong team of national entrepreneurs, who have both business capacity and national spirit, ethics and social responsibility”. That message represents a new step of development: from “encouraging” the development of the private economy to proactively building a team of national entrepreneurs as a strategic pillar in the national development model.

Recent policies are making this happen: reforming the investment environment, supporting small and medium enterprises, promoting digital transformation, upgrading logistics infrastructure, training high-quality human resources, encouraging businesses to invest in research and development (R&D)... From Viettel, FPT, VinFast to VNG are showing us the initial milestones of a modern national entrepreneurial class with global aspirations and endogenous mettle.

Ho Chi Minh’s ideology on patriotic industry and trade, when followed by the Party’s comprehensive renovation policy and the drastic directions of General Secretary To Lam, is creating a strategic corridor for the formation of a new-age national entrepreneurial team. This is a force that not only creates material wealth, but also represents the image of Vietnam as creative, responsible, daring to lead and integrate in a sovereign manner.

And in just a short time, the Politburo has issued four important resolutions: Resolution 57 on science and technology, innovation, and national digital transformation; Resolution 59 on international integration; Resolution 66 on law making and enforcement, and most recently Resolution 68 on private economic development. The newly issued "Strategic Quad" has brought an optimistic atmosphere, spreading excitement to society, in many classes, in many fields so that talented people, good businesses, and the private economy can grow together with the country and be transparent, internationally integrated...

On May 17, 2025, the Prime Minister issued Decision 950/QD-TTg establishing the Prime Minister's Working Group on the peak of combating, preventing and repelling crimes of smuggling, trade fraud and counterfeit goods, headed by Deputy Prime Minister Bui Thanh Son - Head of the National Steering Committee 389.
