Assessing the construction of the entire Ring Road 4 project through Hanoi , Mr. Nguyen Chi Cuong - Director of the Traffic Construction Investment Project Management Board said that right after the 2024 Lunar New Year holiday, the project contractors worked hard, mobilizing 100% of machinery, equipment and workers to implement the entire route.
Currently, the construction site has mobilized more than 700 engineers, workers, and hundreds of construction machines.
The Hanoi City People's Committee aims to complete the Ring Road 4 parallel road in time for the 18th City Party Congress, scheduled for October 2025.
Along the entire parallel route through Hanoi (component project 2.1), 32 construction teams have been organized, including 23 road construction teams and 9 bridge construction teams, speeding up the project's progress.
The section through Dan Phuong district is 6.3km long, passing through 4 communes of Hong Ha, Lien Hong, Ha Mo, Tan Hoi and Phung town.
Dan Phuong District People's Committee said that to date, the district has completed 70.47/72.4 hectares of the project area in the district, reaching a rate of 97.33%. Of which, the district has completed 100% of the clearance of agricultural land and the relocation of graves.
Regarding residential land, Dan Phuong district has conducted investigation, measurement, and inventory of 108/111 households (1.93 hectares), and is carrying out compensation, support, and resettlement assessments when the State reclaims residential land.
However, during the implementation process, Dan Phuong district still encountered some difficulties such as: Land users passed away, family members were completing procedures to divide assets, leading to difficulties in approving compensation, support and resettlement plans when the State reclaimed residential land.
In addition, for some land plots and residential areas that were allocated land without authority in 2001 and 2011, there are currently no documents proving financial obligations to pay the budget.
In addition, some households in Hong Ha commune have large areas of residential land to be recovered (from over 300m2 to 800m2 ). According to current regulations of the city, households are only allocated resettlement land not exceeding the new residential land allocation limit, while households request compensation with the corresponding residential land area.
Dan Phuong district is reporting these difficulties to Hanoi People's Committee for solutions.
According to the reporter's records, the Ring Road 4 project through Dan Phuong district, after 9 months of construction, has seen many busy construction sites creating the shape of the route when viewed from above.
The project has basically completed site clearance with a width of 120m. Contractors are implementing the construction of parallel roads, leaving the land in the middle for the expressway viaduct BOT project.
For the road project, the current work on site is mainly scraping off the organic soil layer, pouring new soil and rolling to create the roadbed. For the bridge project, the contractor is constructing bored piles and casting bridge girders...
