"Children today - the world tomorrow."
Currently, the province has over 360,000 children (accounting for over 22% of the population). In reality, no locality or family wants to have to deal with, witness, monitor, or bear the burden of their children living, studying, and working in difficult and deprived conditions. Even less does anyone want to witness stories where children are victims of violence, abuse, abandonment, or violations of the law... However, heartbreaking incidents involving children still occur.
In June 2024, due to family conflicts, Le Xuan Hung repeatedly beat 11-year-old CSNM with an electrical wire, causing numerous abrasions and bruises on her body. He was immediately arrested and severely punished according to the law. However, the emotional wounds inflicted on the young girl may never heal.
In another incident, in November 2024, six students from Hien Quan Secondary School in Tam Nong district drowned while playing on the banks of the Red River. Only one student was fortunate enough to be rescued. The other five students never returned, leaving behind deep sorrow for their families, relatives, teachers, and friends.
Recently, in April 2025, a short video clip circulated on Facebook showing a male student being insulted, beaten, and forced to perform inappropriate acts in a restroom. Although only a few dozen seconds long, the clip sparked outrage in public opinion. Both the victim and the perpetrator were students; the perpetrator came from a complicated family background, while the bullied student was too shy to share the incident with teachers or parents.
It is evident that the family, which should be the safest place for children, can be the source of violence, abuse, and exploitation when the family environment is unhealthy, parents lack knowledge and skills in raising children, or neglect their children due to frequent absences. Financial pressure and poverty can increase stress within the family, leading to conflict and violence. In some cases, children are forced into early labor, drop out of school, or are exploited.
Besides family factors, social issues also play a significant role in increasing the risk of violence, abuse, and exploitation of children. While safe and healthy playgrounds and community spaces are limited, children are easily exposed to dangerous environments or harmful individuals. Furthermore, lax parental and family supervision and societal indifference are tantamount to "abetting" incidents where children are the victims...
According to statistics, the province still has over 3,900 children in special circumstances (accounting for approximately 1% of the total number of children), and nearly 30,000 children at risk of falling into special circumstances (accounting for approximately 8% of the total number of children).
Officials from the Department of Mothers and Children (National Child Protection Hotline 111) provided advice on children's rights to disadvantaged students at the launching ceremony of the 2025 Action Month for Children.
In order to create the best possible conditions for the care, education, and protection of children, over the years, along with the rest of the country, the protection, care, and education of children have always been a top priority for the entire political system and the people of the province. The goal is to build a safe, friendly, and healthy living environment to better realize children's rights, gradually reducing the disparity in living conditions between different groups of children and between different regions. The aim is to improve the quality of life and create equal opportunities for development for all children; reduce the risk of children falling into vulnerable situations; focus on protecting children from abuse; and ensure that children in vulnerable situations receive timely assistance and care to recover, reintegrate into the community, and have opportunities for development.
With the strong involvement of the entire society, the best conditions have been created for children's development. This is reflected in several results such as: 100% of children with special circumstances receive care and assistance in various forms; 100% of children under 6 years old are issued health insurance cards; 100% of 5-year-old children receive universal preschool education ; 99% of secondary school students attend school at the appropriate age; over 98% of primary and secondary school children know traffic safety regulations and water safety skills; 100% of educational institutions have integrated content related to children such as life skills, cultural behavior, and positive communication into extracurricular activities; 100% of schools have access to clean water, and over 95% of schools have standard toilets. 100% of residential areas have community centers, most of which have numerous playgrounds for children and various sports facilities and equipment.
Speaking at the launching ceremony of the 2025 Action Month for Children, organized by the Ministry of Health and the People's Committee of Phu Tho province at the Provincial Obstetrics and Pediatrics Hospital, Vice Chairman of the Provincial People's Committee Nguyen Huy Ngoc affirmed: The Action Month for Children is a meaningful annual event, a reminder of the responsibility of each family, each agency, organization, and individual in cultivating the best conditions for the future generation to create a safe, loving, and compassionate living environment. This is the greatest gift we can give to children - the future seedlings of the country.

Children are like "buds on a branch," needing nurturing and care to grow strong. For these young buds to sprout, reach for the vast sky, and become useful green trees for life, they need to be nurtured in a suitable environment. Similarly, children need to live in a safe, healthy environment, filled with love and care from their family and society.
Furthermore, proper guidance will help children develop good character and equip them with the necessary knowledge and skills to confidently enter life. When given every opportunity for holistic development, each child will become a useful citizen, contributing to the prosperity of the country.
