Violations of regulations on military service registration are subject to fines of up to 30 million VND.

Decree No. 218/2025/ND-CP stipulates administrative violations; completed administrative violations and ongoing administrative violations; forms of sanctions, levels of sanctions, and remedial measures for each administrative violation; subjects subject to sanctions; sanctioning authority, specific fine levels for each position and authority to draw up records of administrative violations; enforcement of administrative sanctions and remedial measures in the fields of national defense and cryptography.

The Decree specifically stipulates administrative violations in the field of national defense, including: violations of regulations on military service; obligations to join the People's Public Security; violations of regulations on reserve forces; violations of regulations on militia and self-defense forces; violations of regulations on civil defense; violations of regulations on people's air defense; violations of regulations on prevention and combat of proliferation of weapons of mass destruction; violations of regulations on management and protection of the Ho Chi Minh Mausoleum Relic Site; violations of regulations on defense industry and industrial mobilization; violations of regulations on management and protection of defense works and military zones; violations of regulations on the use of registration certificates, military vehicle license plates, military driving licenses and the use, purchase, sale and production of military vehicle license plates, license plates of military vehicles operating in the field of inland waterways and maritime; Violating regulations on the use, purchase, sale and production of military uniforms, militia uniforms and work signs and flags.

Administrative violations in the field of cryptography include: violations of regulations on ensuring security and safety of cryptographic activities to protect state secret information; violations of regulations on the period of time for not participating in cryptographic activities and commitments to protect state secrets; violations of regulations on ensuring security and safety of cryptographic information systems that are not yet serious enough to warrant criminal prosecution; violations of regulations on digital signatures, digital signature certificates and digital signature certification services for specialized public service that are not yet serious enough to warrant criminal prosecution.

The maximum fine for individuals in the defense and cryptography sectors is 75 million VND and for organizations is 150 million VND.

Warning penalty for not registering for military service for the first time

The Decree specifically stipulates acts and fines for violations of regulations on military service registration. Accordingly, a warning will be given for the first time failure to register for military service for male citizens who are 17 years old in the year required to register for military service. Repeat offenders will be fined from 8-10 million VND.

A fine of VND 8-10 million also applies to one of the following acts: Failure to register for reserve service as prescribed; failure to register for additional military service when there is a change in job position, educational level, professional qualifications, health status and other information related to military service as prescribed.

Failure to report the full number of reserve soldiers and male citizens of military age in their agencies or organizations as prescribed shall be subject to a fine of 10-15 million VND. If the report is inaccurate, the fine shall be 15-20 million VND. Failure to report shall be subject to a fine of 20-30 million VND.

Lying about health to avoid military service is fined 30-40 million VND

The Decree stipulates a fine of 3-5 million VND for the act of not being present at the correct time or place of the preliminary selection stated in the decision calling for preliminary health selection for military service, the decision calling for preliminary health selection for service to join the People's Public Security issued by the competent authority without a valid reason.

A fine of 15-20 million VND shall be imposed for failure to appear at the correct time or location for health examination stated in the decision calling for military service health examination or the decision calling for health examination for joining the People's Public Security issued by a competent authority without a valid reason.

A person who undergoes a medical examination and commits fraudulent acts to falsify his/her health classification results in order to evade military service or the obligation to join the People's Public Security shall be fined from 30 to 40 million VND.

The act of giving or receiving money, property, or other material benefits worth less than 2 million VND to medical staff or other people to falsify the health classification results of the person being examined or the person having a medical examination for military service; medical examination for military service to avoid military service or the obligation to join the People's Police shall also be fined from 30 to 40 million VND.

A fine of 50-75 million VND is applied to the act of not complying with the decision to call for examination and health check for military service and service to join the People's Public Security.

Severe punishment for not complying with the decision to call up for military service

According to the Decree, a fine of 30-40 million VND will be imposed on the act of not being present at the correct time or place stated in the decision to call for military service or the decision to call for duty to join the People's Public Security without a valid reason.

Fraudulent acts to evade the decision to call up for military service; decisions to call up for military service after having obtained the results of the military health examination and meeting the conditions for military service and meeting the conditions for performing military service as prescribed shall be subject to a fine of 40-50 million VND.

Fines from 50 to 75 million VND for failure to comply with decisions on military service; decisions on calling for service in the People's Public Security.

Illegal purchase and sale of military uniforms can be fined up to 75 million VND

The Decree clearly states that a fine of 3-5 million VND will be imposed on those who illegally wear military uniforms with rank insignia or badges, pine branches, military name tags, or military symbols; wear militia uniforms when not on duty; or illegally wear hats with militia insignia or hat stars.

A fine of 30-40 million VND shall be imposed for the illegal production of military insignia, rank insignia, badges, pine branches, military name tags, military symbols, kepi caps, field caps, ceremonial uniforms, regular military uniforms, field uniforms, professional uniforms; costumes, hat stars, insignia of militia and self-defense forces and other types of military uniforms, where the value of the illegal goods is less than 100 million VND or the illegal profit is less than 50 million VND.

Fines of 50-75 million VND shall be imposed for illegal purchase or sale of military insignia, rank insignia, badges, pine branches, military name tags, military symbols, kepi caps, field caps, ceremonial uniforms, regular military uniforms, field uniforms, professional military uniforms of the Army; costumes, hat stars, insignia of the militia and self-defense forces and other types of military uniforms where the value of the illegal goods is less than 100 million VND or the illegal profit is less than 50 million VND.

Violations of regulations on digital signatures are subject to fines of up to 70 million VND

The Decree also specifies the acts and penalties for violations of regulations on digital signatures, digital signature certificates and digital signature certification services for public use that do not warrant criminal prosecution. Accordingly, a fine of VND 10-20 million will be imposed for intentionally accessing, changing data or damaging secret key storage devices.

Fine of 30-50 million VND for one of the following acts: Illegally accessing, copying, or changing information in the specialized public digital signature certification service provision system serving the provision and management of digital signatures, digital signature certificates, and specialized public digital signature certification services.

Fine of 50-70 million VND for one of the following acts: Illegally collecting, providing, using, disclosing, displaying, disseminating, or trading information of agencies, organizations, or individuals in information systems serving the provision of specialized digital signature certification services for public service.
