On the afternoon of November 1, Mr. Do Anh Tuan, Chief of Office of the Nam Dinh Department of Education and Training confirmed that the Department of Education and Training of the city has directed to tighten the management of secondary school students (aged 12-15) riding electric motorbikes to school.

Specifically, the above request was made in the context that the locality is requesting to check the responsibility of the heads of secondary schools when allowing unqualified students to drive motorbikes, scooters, and electric vehicles to school.

According to VTC News, the official dispatch of the Department ofEducation and Training of Nam Dinh City requires preschools, primary schools and secondary schools to strengthen coordination with the parents' representative committee in propagating, disseminating and raising awareness of law enforcement on traffic safety and order, ensuring safety for students.

Secondary schools in the area organize for students to sign a commitment not to drive a motor vehicle on the road when they are underage, do not have a driver's license according to the law and "not to drive electric motorbikes to school".

"If any student intentionally goes, the school will ask the student's parents to come and commit to complying with traffic safety laws," the document clearly stated.

The Department also requires that students riding electric bicycles must wear quality-assured helmets with quality inspection stamps according to regulations and not wear fashion helmets when participating in traffic.

Notably in this document, the Department of Education and Training of Nam Dinh City will inspect the responsibility of the head of the principals of secondary schools in the city in implementing the responsibility of propagating, educating, and managing students to comply with traffic safety laws. Especially with violations by students who are not qualified to drive motorbikes, scooters, and electric scooters to school.

Speaking to Giao Thong , Mr. Nguyen The Lam, Head of the Department of Education and Training (GD&DT) of Nam Dinh City, Nam Dinh Province, said that electric motorbikes are valuable assets that parents have bought for their children. Therefore, before implementing a new regulation, strictly prohibiting students from riding electric motorbikes to school, the school needs to propagate so that parents and students understand and prepare, avoiding misunderstandings leading to frustration.

According to Mr. Lam, since the start of the new school year 2023-2024, the Department has implemented propaganda and mobilization to limit the situation of students riding motorbikes and electric motorbikes to school. Up to now, the situation of students riding motorbikes and electric motorbikes to school has decreased. The deadline is October 31, the situation of students using illegal means of transport to school must end.

"Yesterday, the Traffic Safety Committee of Nam Dinh province inspected a number of schools and determined that there were still students riding vehicles in violation of regulations. Therefore, the Department of Education and Training of Nam Dinh city sent a document to the schools requesting them to contact their parents and then propagate and mobilize them. From today, if any student still rides vehicles in violation of regulations to school, the school will still allow them to attend school but will keep their vehicles and ask their parents to come to discuss and receive their vehicles," said Mr. Lam.
