The official dispatch states: In implementing Official Dispatch No. 23/CĐ-TTg dated March 15, 2025, of the Prime Minister on accelerating measles vaccination to quickly control the disease and prevent its spread and outbreaks, the Chairman of the Provincial People's Committee requests all departments, agencies, and organizations in the province, and the People's Committees of districts and cities to continue strictly implementing Official Dispatch No. 116/CĐ-TTg dated November 14, 2024, of the Prime Minister and Official Letter No. 592/UBND-VP7 on strengthening measles prevention and control; and at the same time, focus on implementing a number of contents.

Specifically, the Director of the Department of Health continues to direct and support districts and cities to accelerate the implementation of the measles vaccination campaign; the campaign must be completed no later than March 31, 2025. Ensure sufficient measles vaccines are available and distributed promptly to localities to effectively implement the Expanded Immunization Program (avoiding shortages and delays as in the past).

Direct healthcare facilities to strictly implement the admission and treatment of patients with measles and suspected measles rash, in accordance with the guidelines of the Ministry of Health .

Coordinate with the Department of Finance to ensure sufficient and timely funding is allocated for the measles vaccination campaign.

The Chairpersons of the People's Committees of the districts and cities of Nam Dinh province are urged to continue promptly assessing the measles situation in their localities in order to plan and organize a measles vaccination campaign according to the guidelines of the health sector, preventing a measles outbreak in the coming period.

We must absolutely ensure sufficient manpower, funding, supplies, equipment, and vaccines to accelerate the vaccination process and complete it by March 2025.

Effectively implement the expanded immunization program, including catch-up and supplementary vaccinations for those who have not been vaccinated or have not received a full course of vaccinations. Direct the organization of vaccination methods suitable to the actual conditions and specific characteristics of each locality to quickly vaccinate eligible individuals.

Urgently direct communes, wards, towns, and relevant departments to coordinate and support the health sector in strengthening the review and management of vaccination recipients, ensuring close adherence to the actual situation in the area; not missing any recipients, especially in areas at risk of outbreaks, with the spirit of "going door-to-door, checking every individual".

Strengthen information dissemination, communication, and public awareness campaigns to encourage people to proactively implement measures to prevent and control measles and to ensure children receive complete and timely vaccinations according to the guidelines of the health sector.

The Director of the Department of Education and Training directs educational institutions to implement measles prevention and control measures according to the guidelines of the health sector; to monitor the health of children and students and immediately notify health facilities when suspected cases of measles are detected so that they can be isolated and treated promptly; and to encourage parents to have their children fully vaccinated according to the schedule.

The Director of the Department of Culture, Sports and Tourism, the Director of the Provincial Radio and Television Station, and the Nam Dinh Newspaper should strengthen the dissemination of information on measles prevention and control measures; provide regular, complete, and accurate information on the disease situation; and prevent and handle false information about the measles outbreak.

The Department of Health is requested to monitor and urge all departments, agencies, organizations, districts, and cities to implement this directive; and to promptly report any obstacles or difficulties encountered during the implementation process to the Chairman of the Provincial People's Committee.
