After inspecting the project and working with the investor, Deputy Minister of Construction Pham Minh Ha - Permanent Vice Chairman of the State Inspection Council on construction acceptance, said: The Council basically agreed to propose approving "conditional acceptance", allowing the T3 Passenger Terminal to be put into operation.
At that time, ACV representative affirmed that the project had been constructed according to the appraised and approved design; all completion and acceptance documents were fully implemented in accordance with regulations. The remaining work will be completed before April 18, 2025.
This project was inaugurated on April 19, at the same time as the inauguration and groundbreaking ceremony of 80 works to celebrate the April 30th holiday.
As mentioned above, the State Inspection Council has accepted this project in the form of "conditional acceptance". At the same time, it requires the investor to continue to overcome the remaining problems that the council pointed out right after the project inauguration day.
However, on the afternoon of May 7, Terminal T3 suddenly experienced rainwater leaking from the glass roof onto the floor of the departure lounge area of Terminal T3, causing passengers to worry about the quality of the above construction.

The water leakage error at the project worth more than 10,000 billion VND after only 3 weeks of operation has attracted public attention, raising many questions for both sides. Specifically, did the state management agency for construction quality (Ministry of Construction) closely check the quality before agreeing to let the project go to Terminal T3 into operation? And the investor - ACV has directed the thorough handling of the existing problems of the project after applying the form of "conditional acceptance"?
Regarding this issue, on the afternoon of May 9, speaking with PLVN Newspaper, Mr. Hoang Hai - Director of the Department of State Appraisal of Construction Quality (Ministry of Construction) said: "The Department has requested ACV to report the entire incident and is currently waiting for information from the investor."

In another development, yesterday - May 8, Mr. Ha Huy Ha - Deputy Director of the State Appraisal Department of Construction Quality also signed a document to send to ACV requesting this "General" to handle issues arising in the process of exploiting and using the T3 Terminal project - Tan Son Nhat International Airport.
It is known that the T3 Terminal Project is a key project with a total investment of nearly 11,000 billion VND, divided into 3 bid packages. Of which, bid package No. 12 - Construction and installation of terminal equipment - has the largest value (over 9,000 billion VND), implemented by a consortium of 6 contractors. These contractors include: Hanoi Construction Corporation (HANCORP); Construction Corporation No. 1 (CC1); Corporation 319; Truong Son Construction Corporation; Ricons Construction Investment Joint Stock Company and Luu Nguyen Construction Company Limited. In which, the roof system of this terminal is assigned to HANCORP's subcontractor.
