Why did Ho Chi Minh City lose nearly 2.3 billion after 4 years of collecting fees for cars parking on the street?

From December 2020 to the end of October 2024, the total amount of fees collected for cars parked on the roadway is 22 billion VND, however, the cost to maintain this is 24.32 billion, a loss of 2.28 billion VND.


On March 28, information from the Department of Transport and Public Works of Ho Chi Minh City said that the unit has just sent a report to the People's Committee of Ho Chi Minh City on the implementation of Resolution No. 01/2018/NQ-HDND on the fee for temporary use of the roadway for parking cars in Ho Chi Minh City.

Since August 2018, Ho Chi Minh City has implemented hourly parking fee collection on 23 routes in Districts 1, 5 and 10. The fee collection unit is Thanh Nien Xung Phong Public Service Company Limited.

The fee for parking cars on the street is at least 20,000 - 25,000 VND/hour and increases for the following hours, instead of only 5,000 VND/time as before.

To date, the number of toll parking routes has been reduced from 23 to 20. District 1 has 12 routes, District 5 has 3 routes, and District 10 has 5 routes with a total of 879 parking spaces.

According to calculations, with the above number of parking spaces, about 6.7 billion VND will be collected per month (about 80 billion VND per year). However, a report by the Ho Chi Minh City Department of Transport shows that the total car parking fee from December 2020 to October 2024 is about 22 billion VND .

It is worth mentioning that the cost of organizing toll collection (labor costs, toll collection software rental, etc.) is about 24.32 billion VND , exceeding the amount collected by 2.28 billion VND . Thus, after more than 4 years of collecting fees for cars parked on the roadway, although no money is spent on premises, the organizing unit is still losing a lot of money.

Of which, from December 4, 2020 to June 30, 2022, revenue was over VND 4.31 billion, expenditure was over VND 8.67 billion (expenditure was 4.3 billion VND higher than revenue); from July 1, 2022 to June 30, 2023: revenue was over VND 5.94 billion, expenditure was over VND 6.67 billion (expenditure was 0.7 billion VND higher than revenue); from July 1, 2023 to March 31, 2024: revenue was over VND 6.75 billion, expenditure was over VND 5.27 billion (expenditure was 1.5 billion VND lower than revenue); from April 1, 2024 to October 30, 2024: revenue was over VND 5 billion, expenditure was over VND 3.71 billion (expenditure was 1.3 billion VND lower than revenue).

Recently, Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong assigned the Department of Justice and the Office of Ho Chi Minh City People's Committee to coordinate with the Department of Transport and Public Works to propose to the Ho Chi Minh City People's Council to issue a Resolution to replace Resolution No. 01/2018/NQ-HDND.

The Ho Chi Minh City Department of Transport and Public Works was also assigned to coordinate with the Ho Chi Minh City Institute for Development Studies to review and propose to the Ho Chi Minh City People's Committee the policy, scope, and budget for developing a project to exploit and use roadways and sidewalks. This work must be completed before April 10 this year.
