The Prime Minister requested:

The Ministry of Agriculture and Environment shall preside over and coordinate with ministries, branches and localities to focus on directing, guiding, urging and inspecting policies on animal disease prevention and control; proactively and closely monitor the disease situation, ensure early detection, warning and direct thorough handling of outbreaks, and prevent widespread spread.

The Chairman of the People's Committee of the province or centrally-run city shall promptly direct and mobilize legal resources to thoroughly handle outbreaks, prevent disease outbreaks, limit the occurrence of new outbreaks; and handle and destroy sick or suspected sick animals.

Implement measures and policies to support livestock farmers who have suffered losses; promptly detect, prevent and strictly handle cases of buying, selling, transporting sick animals, and dumping dead animals that spread disease and pollute the environment. Do not let the arrangement of local organizations and apparatus affect the work of disease prevention, control and prevention.
