BHG - After more than 20 days of collecting public opinions on amending and supplementing a number of articles of the 2013 Constitution, the work has been carried out in the right direction, on schedule, and according to plan, initially showing that people agree with and highly support this policy.

Implementing the policy of the Party and the State, the Standing Committee of the Provincial Fatherland Front Committee recently organized a conference to collect comments on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution. The conference was organized in a direct format, with the participation of scientists, professional staff, leaders of socio-political organizations... With a sense of responsibility and enthusiasm, the delegates said that they had previously carefully studied the contents of the amendments and supplements; studied the comparison between the articles in the 2013 Constitution, the content of this amendment related to the Fatherland Front and socio-political organizations, the construction and organization of two-level local governments. At the conference, the delegates agreed and highly agreed with the content of the draft resolution, especially the rearrangement of administrative units and the organization of local governments. Some delegates suggested revising and supplementing some phrases and sentences to make them clearer, more accurate, and logical, facilitating the implementation process and the contents related to supplementing regulations on the role, position, functions, organizational principles, and operations of the Vietnam Fatherland Front, ensuring consistency with the new organizational model.

Previously, the Provincial Federation of Labor, the Provincial Youth Union, communes and towns in the province organized many conferences to collect people's opinions; villages, residential groups and functional forces actively implemented and guided people to contribute opinions via the VNeID application. At the conference organized by the Provincial Youth Union, delegates, union members and youths highly agreed with the revised content and expected a streamlined and effective local government apparatus. Emphasizing that the revised content this time clearly stipulates that the Youth Union consults democratically, coordinates and acts in unison under the chairmanship of the Vietnam Fatherland Front, demonstrating organizational value, reflecting a long-term vision, in line with the new organizational model after being reorganized and streamlined towards being close to the people.

At the conference organized by the Provincial Federation of Labor, 100% of delegates agreed and highly agreed on the necessity, policies and amendments to the Constitution. At the same time, many practical opinions and proposals were contributed related to the rights and obligations of citizens; the rights of workers, the role of trade unions and socio-political organizations in the political system. Many delegates proposed to amend the phrase "socio-political organizations under the Vietnam Fatherland Front" to "socio-political organizations that are members of the Vietnam Fatherland Front". In addition, there was a recommendation that it is necessary to consult the people on the determination of types of administrative units below the province and centrally-run cities and the procedures for establishing, dissolving, merging, dividing administrative units, and adjusting administrative unit boundaries as prescribed by the National Assembly . It was proposed to supplement regulations on coordination in accordance with the representative role of the Vietnam General Confederation of Labor in labor and international relations.

Implementing the collection of public opinions, along with the policy of organizing conferences with the participation of a large number of cadres, party members, experts, scientists ... our province aims to strive for over 95% of citizens with level 2 electronic identification accounts to participate in giving opinions on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution on the VNeID application. According to preliminary statistics of the authorities, the number of people giving opinions via VNeID increases every day with a very high approval rate.

The initial results of collecting opinions from the people in the province have, together with the whole country, created a broad political activity, calling for deep and responsible participation and contribution of opinions to the Party and the State. According to comrade Nguyen Thi Hanh, Director of the Department of Criminal and Administrative Law (Ministry of Justice): Through monitoring, it can be seen that the opinions of ministries, branches, localities and the people focused on 4 groups of contents: First is the regulation on amending and supplementing Articles 9 and 10 of the 2013 Constitution when implementing the policy of arranging socio-political organizations under the Vietnam Fatherland Front. Second is the way to design regulations on administrative units in the content of amending and supplementing Article 110 of the 2013 Constitution, in which opinions focused on whether to provide general or specific regulations on administrative units below the province and centrally-run city. Third, consider keeping the regulation that "the establishment, dissolution, merger, division, and adjustment of administrative boundaries must consult with local people" in Clause 2, Article 110 of the current Constitution. Fourth, consider keeping the regulation that People's Council delegates have the right to question the Chief Justice of the People's Court and the Chief Prosecutor of the People's Procuracy in Clause 2, Article 115 of the Constitution... Department Head Nguyen Thi Hanh added that as of 1:00 p.m. on May 24, 2025, about 14 million people had participated in giving opinions directly on the VNeID application and this number is increasing day by day.

Recently, at the 2nd Session of the Committee for Drafting Amendments to the Constitution, National Assembly Chairman Tran Thanh Man stated that the work of collecting public opinions was carried out in the right direction, on schedule, and according to plan, initially showing that National Assembly deputies agreed, and the people agreed, and highly supported this policy. The National Assembly Chairman praised the serious and responsible working spirit of central and local agencies and requested agencies and members of the Committee, according to their areas of responsibility, to continue to lead and closely direct assigned tasks, especially the implementation of the work of organizing the collection of public opinions, sectors and levels to ensure thoughtfulness, efficiency, and practicality; continue to widely propagate to the people about the purpose, meaning, scope, and content of amending and supplementing a number of articles of the 2013 Constitution to ensure the promotion of democracy and create high consensus.
