Vietnam - Taiwan (China) strengthen cooperation in developing semiconductor human resources

Academic exchange activities and connections between universities and businesses have created many opportunities for study, research and employment in the semiconductor industry, while contributing to strengthening cooperation in training high-quality human resources for strategic technology industries.

On October 29-30, 2025, in Hanoi , the National Innovation Center (NIC) in collaboration with the INTENSE Scholarship Program of Taiwan (China) organized a series of events including the Opening Ceremony of the INTENSE Office in Vietnam, the INTENSE Scholarship 2025 Introduction Program and the Vietnam - Taiwan Semiconductor Human Resources Promotion Forum.

Opening of INTENSE Scholarship Program Office in Vietnam

On the morning of October 29, at NIC, the opening ceremony of the INTENSE Scholarship Program Office in Vietnam officially took place, marking an important milestone in cooperation in training high-tech human resources.

The establishment of INTENSE Office in Vietnam demonstrates the strategic and long-term cooperation between the two sides in training highly qualified human resources for advanced technology industries, suitable for the development requirements of the semiconductor industry, which is strongly emerging in Vietnam.

Following the opening event, on the afternoon of October 29, at the University of Science, Vietnam National University, Hanoi, the INTENSE 2025 Scholarship Introduction Program was held with the participation of representatives of the Taipei Economic and Cultural Office in Vietnam, professors and experts from more than 10 leading universities in Taiwan and a large number of lecturers and students from Vietnamese universities in the fields of STEM and semiconductors.

The INTENSE Scholarship is an international scholarship program initiated by the Ministry of Education of Taiwan, to support students from Asian countries to pursue graduate studies in the fields of engineering, science, semiconductors, high technology and finance.

Experts discuss human resource training strategies for the semiconductor industry.

From 2025, the program will officially expand to Vietnam, aiming to support the development of high-quality human resources, contributing to building a strong Vietnamese semiconductor industry, integrating and competing internationally.

Promoting strategic cooperation in semiconductor talent training

On the morning of October 30, the Vietnam - Taiwan Semiconductor Human Resources Promotion Forum was held with the participation of representatives of the Taiwan Sustainable Economic Development Association, the INTENSE Scholarship Program, and universities, research institutes, businesses, and experts from home and abroad.

The forum focused on discussing the orientation of cooperation in training and developing high-quality human resources in the semiconductor sector, recruitment trends and human resource needs of enterprises, as well as experience in implementing public-private partnership models in training, research and technology development.

Speaking at the Forum, Prof. Konrad Young, former Director of the R&D Center of TSMC Corporation, emphasized the importance of connecting the state, businesses and training facilities in developing semiconductor talent - a key factor helping Vietnam participate more deeply in the global value chain.

Also speaking at the event, Prof. Wen-Yuh Jywe, Director of the INTENSE Scholarship, and Prof. Jia-Yush Yen, President of NTUST, affirmed that Taiwan is ready to accompany Vietnam in transferring experience, technology and supporting the training of highly qualified human resources for the semiconductor industry.

Mr. Vu Quoc Huy, Director of NIC, affirmed that he will continue to promote his role as a bridge for international cooperation in the fields of science, technology and innovation, actively contributing to the goal of developing Vietnam into a leading center of innovation and science and technology in the region in the coming years.

In particular, within the framework of the Forum, a Memorandum of Understanding signing ceremony took place on cooperation to implement the INTENSE Scholarship in Vietnam between NIC and NTUST, promoting the connection of leading Vietnamese universities participating in the program, including Hanoi University of Science and Technology, Hanoi National University, University of Electricity, University of Transport...

This is an important initial step in establishing a long-term cooperation framework between the two sides in training, research, exchange of lecturers and students and human resource development for the semiconductor industry.

The series of programs attracted more than 400 Vietnamese lecturers and students, of which nearly 150 students were interviewed directly by Taiwanese professors to select potential candidates for the INTENSE Scholarship./.
