With the theme "Empowering Digital Intelligence - Inheriting and Promoting Cultural Values - Promoting High-Quality Development in the China-ASEAN Construction Sector", the Conference is a forum for ASEAN member countries and China to share visions, experiences and propose strategic cooperation solutions in the fields of housing and urban development.
Vietnam contributes proactively and responsibly
Speaking at the Plenary Session, Deputy Minister Nguyen Tuong Van informed about Vietnam's achievements, experiences and orientations for housing and urban development. The Deputy Minister affirmed Vietnam's commitment to proactively and responsibly participating in regional cooperation mechanisms, typically the ASEAN Smart Cities Network (ASCN).
In particular, in the face of common challenges in the region, especially the impact of climate change on the urbanization process, the Vietnamese delegation proposed three key areas of cooperation in the coming period, including: maintaining and promoting the role of the annual Ministerial Conference as a key mechanism to address common issues and form specific action initiatives; Organizing joint in-depth research programs on urgent topics such as smart cities, climate change response and heritage preservation in the digital environment; Promoting the exchange and learning of practical experiences in applying technology and digital intelligence to build smart, resilient and livable cities. These proposals clearly demonstrate the spirit of cooperation for common interests and have received consensus and high appreciation from the participating countries.

Guilin Initiative – Platform for a New Phase of Cooperation
In the spirit of frank and open dialogue, the Conference listened to profound speeches from the Minister of Housing and Urban-Rural Development of China and Ministers and Heads of Delegations of ASEAN countries. The parties reviewed the effective cooperation results in the past time, from human resource training, science and technology exchange to harmonization of construction standards, and implementation of investment cooperation projects.
One of the most notable outcomes of the Conference was the unanimous adoption by the Ministers and Heads of Delegation of the Guilin Initiative. This important document lays the foundation for a new phase of deeper and more substantive cooperation, towards creating a future of sustainable development and shared prosperity.
The success of this Conference continues to affirm the importance of the ASEAN-China cooperation mechanism, while demonstrating Vietnam's strong commitment to joining hands with other countries to create a dynamic, resilient and inclusive Asian region.
During September 14-17, the delegation held important bilateral talks with China and Malaysia to promote in-depth and substantive cooperation in the field of construction and urban development. The activities took place within the framework of the ASEAN-China Construction Ministers' Roundtable and the working trip to Nanning City, Guangxi Province (China), opening up new and effective cooperation opportunities for the Vietnamese construction industry.
At the meeting with Chinese Deputy Minister of Housing and Urban-Rural Development Li Xiaolong, the two sides updated each other on new development directions and highly appreciated the results of cooperation in recent times. The Chinese side shared the "4 good" high-quality development model (good house, good apartment, good city, good community) based on digitalization and modern technology.
On the Vietnamese side, Deputy Minister Nguyen Tuong Van informed about the country's strategic innovations, creating a favorable foundation for breakthrough development in the coming time. The two sides agreed to soon review and agree on a new cooperation mechanism, focusing on potential areas such as: Urban planning applying new technology; Completing the system of construction standards and regulations; Mobilizing private resources for infrastructure development; Cooperation in training officials.
During the working program in Guangxi province, the delegation of the Ministry of Construction had an in-depth working session with the Department of Housing and Urban - Rural Development of Guangxi province on outstanding practical experiences. The Department shared about the success in urban renovation, social housing development, smart urban construction and digitalization application in construction. Notably, Guangxi enterprises are increasingly actively participating in civil projects in Vietnam.

At the meeting with the Malaysian Minister of Housing and Local Government Nga Kor Ming, both sides expressed their delight at the good cooperation and agreed to promote the signing of a Memorandum of Understanding on cooperation in the housing sector. The Malaysian side also proposed considering the possibility of opening a direct flight between the two countries to facilitate trade and investment. The technical agencies of both sides will continue to discuss to specify the cooperation contents.
This series of diplomatic activities has affirmed the Ministry of Construction's policy of proactive and extensive international integration, promising to bring positive contributions to the sustainable development of the construction industry.
