Vietnam introduces to African countries the signing ceremony of the United Nations Convention against Cybercrime

A Vietnamese delegation led by Ambassador Tran Quoc Khanh, Vietnamese Ambassador to Algeria, attended the African Regional Preparatory Conference for the United Nations High-Level Conference on Crime from April 8-10 in Addis Ababa, Ethiopia.

Vietnamese delegation attended the Conference.

The African Regional Preparatory Conference for the 15th United Nations High-Level Conference on Crime is an important forum for countries in the region to discuss and contribute to the upcoming Summit.

One of the highlights of the conference is the Seminar "Road to Hanoi : Opening Ceremony of the United Nations Convention against Cybercrime" to introduce the Convention and the Signing Ceremony of the Convention is expected to take place in Hanoi in October 2025.

Speaking at the seminar were Ambassador Tran Quoc Khanh, Ambassador of Vietnam to Algeria; Ms. Nguyen Thi Ngoc Ha, Assistant Director, Department of Law and International Treaties, Ministry of Foreign Affairs ; Ms. Ashita Mittal, Chief Representative of the Office of the United Nations Office on Drugs and Crime for Africa and Mr. Mustafa Unal Erten, Head of the Cybercrime Prevention Section, UNODC Office in Doha, Qatar.

As the first criminal justice convention in 20 years, the UN Convention against Cybercrime criminalizes cybercrime and cyber-facilitated crime; establishes international cooperation mechanisms against cybercrime including 24/7 communication, exchange of electronic evidence and joint investigations in addition to traditional channels of legal assistance.

To bring the Convention into effect, Vietnam and UNODC propose that countries that have signed the Convention continue to ratify it.

Speaking at the Conference, Ambassador Tran Quoc Khanh emphasized that the Convention demonstrates the international community's commitment to multilateralism, creating a legal framework for international cooperation to effectively address cybercrime - a threat to the socio-economic development of the African region as well as the whole world.

The Ambassador affirmed that the signing ceremony of this Convention is not only a simple signing event but also conveys a message about international cooperation in preventing cybercrime, as well as an opportunity for international friends to understand and love the country, culture and people of Vietnam more.

The seminar "Road to Hanoi: Opening Ceremony for the Signing of the United Nations Convention against Cybercrime" was co-chaired by Vietnam and UNODC.

Regarding the preparation for the signing ceremony, Ms. Nguyen Thi Ngoc Ha said that Vietnam and the United Nations Office on Drugs and Crime are actively coordinating to develop the program for the signing ceremony, sideline activities and discussions related to the Convention.

Speaking at the seminar, the countries highly appreciated Vietnam's preparations. Representatives of many countries expressed their gratitude for Vietnam's efforts and called on African countries to come to Hanoi to attend the signing ceremony in October, while emphasizing the impact of the Convention's early entry into force in controlling cybercrime, thereby calling on countries to sign and ratify the Convention soon.

The African Regional Preparatory Conference for the 15th United Nations High-Level Conference on Crime and Criminal Justice (Crime Congress 15) took place from April 8-10 at the United Nations Conference Center, Addis Ababa, Republic of Ethiopia.

This preparatory conference is an important preparation step for Crime Congress 15 with the main theme "Advancing crime prevention, criminal justice and the rule of law: protecting people and the planet and achieving the 2030 Agenda for Sustainable Development in the digital age", scheduled to take place from April 25-30, 2026 in Abu Dhabi, United Arab Emirates (UAE).

The seminar "Road to Hanoi: Signing Ceremony of the United Nations Convention against Cybercrime" is part of a series of activities to promote the upcoming Convention Signing Ceremony in Hanoi in October 2025.

Previously, from January to March 2025, the Ministry of Foreign Affairs and the Ministry of Public Security introduced the Convention in the Asia-Pacific region, Latin America and Europe.
