Vietnam - Japan: Exchange of notes on cultural heritage restoration project

This is one of the important documents signed during the official visit of the Vietnamese high-ranking delegation to Japan, contributing to the overall success of the visit right after the leaders of the two countries agreed to upgrade the relationship to a Comprehensive Strategic Partnership for peace and prosperity in Asia and the world .

In the presence ofPresident Vo Van Thuong and Japanese Prime Minister Kishida Fumio, Deputy Minister of Culture, Sports and Tourism Hoang Dao Cuong and Japanese Ambassador to Vietnam Yamada Takio exchanged diplomatic notes on the project "Improving the capacity to preserve and restore cultural heritage of the National Museum of History".

Immediately after exchanging diplomatic notes, on the morning of November 28, Deputy Minister Hoang Dao Cuong had a working session and signed with the Japan International Cooperation Agency (JICA) on the Aid Agreement of the Project "Improving the capacity to preserve and restore cultural heritage of the National Museum of History".

At the meeting, Deputy Minister Hoang Dao Cuong highly appreciated the support of the Japanese Government and JICA for projects to preserve and restore Vietnam's cultural heritages such as the project to restore Hoi An ancient houses, and especially the project to improve the capacity to preserve and restore cultural heritages of the National Museum of History. This is an important project for the National Museum of History, which preserves over 200,000 documents and artifacts reflecting the historical process of the nation, including 22 national treasures. In that spirit, the Deputy Minister suggested that in the coming time, the two sides strengthen coordination to effectively implement this project.

Deputy Minister Hoang Dao Cuong signed a cooperation agreement with JICA

Agreeing with the proposal of Deputy Minister Hoang Dao Cuong, Mr. Sanjo Akihito, representative of JICA affirmed that the goal of the project is to improve the capacity for the conservation and promotion of cultural heritage values ​​through improving the capacity for preserving and appraising documents and artifacts. Thereby improving the quality and efficiency, meeting the urgent need for preserving documents and artifacts kept at the National Museum of History and museums and relics throughout Vietnam; contributing to helping future generations have the opportunity to access and research the cultural heritage of the nation.

With the project “Improving the capacity of preserving and restoring cultural heritage of the National Museum of History”, the project is funded by the Japanese Government as a non-refundable aid for the Vietnam National Museum of History. In recent times, the Ministry of Culture, Sports and Tourism has directed to research and build a preservation center at the National Museum of History with the task of researching, developing processes, and implementing the preservation of documents and artifacts for the National Museum of History and museums nationwide.

Deputy Minister Hoang Dao Cuong highly appreciated the support of the Japanese Government and JICA for projects to preserve and restore cultural heritages of Vietnam in particular .

In response to practical needs, the Ministry of Culture, Sports and Tourism has increased exchanges and proposals with the Japanese side and the Japanese Government has provided Vietnam with non-refundable aid to improve the capacity of preserving and restoring cultural heritage of the National Museum of History, providing about 27 types of specialized equipment and machinery to serve the preservation, treatment and appraisal of documents and artifacts at the museum. The support has contributed to the development of scientific research on preservation, improving the quality of preservation of documents and artifacts, and the number of documents and artifacts effectively preserved.

The project is assessed to be completely consistent with the cultural development orientation of the Party and State, in which the preservation of cultural heritage plays a key role, and improving resources is one of the important solutions.
