At the invitation of General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense of Vietnam, Mr. Yasar Guler, Minister of National Defense of Turkey, paid an official visit to Vietnam from September 10-11.

On the morning of September 11, at the Ministry of National Defense Headquarters ( Hanoi ), General Phan Van Giang presided over the welcoming ceremony for Minister Yasar Guler and members of the delegation.

Immediately after the welcoming ceremony, the two sides held talks. Welcoming Minister Yasar Guler and the high-ranking delegation of the Turkish Ministry of National Defense to the official visit to Vietnam, General Phan Van Giang emphasized that the visit of Minister Yasar Guler is of important significance, a positive and effective step in implementing the commitment to strengthen defense cooperation agreed upon by the two countries' senior leaders in the Vietnam-Türkiye Joint Statement, during the official visit to Turkey in November 2023 by Vietnamese Prime Minister Pham Minh Chinh.

General Phan Van Giang affirmed that over nearly 50 years of establishing diplomatic relations (1978 - 2025), the friendship and multifaceted cooperation between Vietnam and Türkiye have been continuously consolidated and developed. There is still a lot of room for cooperation between the two countries, including in the field of defense.

At the talks, the two sides discussed the world and regional situation and issues of mutual concern. General Phan Van Giang emphasized that Vietnam consistently pursues a foreign policy of independence, self-reliance, peace, friendship, cooperation and development, multilateralization and diversification of foreign relations, and persists in the "four no's" defense policy.

Vietnam's consistent stance is to persistently strive to resolve all disputes and disagreements by peaceful means on the basis of international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS); international and regional commitments such as the Declaration on the Conduct of Parties in the East Sea (DOC); and support the early signing of a Code of Conduct of Parties in the East Sea (COC) in a practical, effective manner, in accordance with international law.

The Vietnamese Minister of National Defense said that defense cooperation has been promoted by both sides in recent times. The two countries' Defense Ministries have effectively implemented the agreed cooperation contents and achieved many positive and outstanding results in areas such as: Exchange of delegations at all levels, especially high-level delegations; training; defense industry and military trade; United Nations peacekeeping; and cooperation within the multilateral framework. Minister Phan Van Giang also highly appreciated the coordination and efforts of the two sides' competent agencies in deploying the Resident Defense Attaché Office in each country.

Regarding the direction of defense cooperation in the coming time, on the basis of the Agreement on defense cooperation that the two sides signed in July 2025, General Phan Van Giang suggested that the two sides coordinate and effectively implement a number of contents such as: Maintaining and promoting delegation exchanges at all levels; strengthening cooperation in training, defense industry, and United Nations peacekeeping; continuing to support each other at regional and international multilateral mechanisms and forums; researching to promote cooperation and exchange of experiences in other fields such as: navy, air force, cyber security, responding to non-traditional challenges, engineering, and mine clearance.

On this occasion, General Phan Van Giang thanked Minister Yasar Guler for sending a delegation led by the Deputy Minister of National Defense and 11 prestigious Turkish defense industry enterprises to attend the Vietnam International Defense Exhibition 2024, contributing to the overall success of the event.

General Phan Van Giang affirmed his readiness to welcome delegations of businesses and defense industry establishments, especially those under the Turkish Ministry of Defense, to participate in displaying products at the next Vietnam International Defense Exhibition.

Thanking the Vietnamese Ministry of National Defense for the warm welcome, Turkish Defense Minister Yasar Guler congratulated the 80th anniversary of the successful August Revolution and the National Day of the Socialist Republic of Vietnam.

Affirming that Vietnam is an important partner in the Asia-Pacific region of Türkiye, Minister Yasar Guler stated that the visit of the Vietnamese Prime Minister to Türkiye in November 2023 created a strong driving force for the development of relations between the two countries; hoping that cooperation between the two countries will continue to be promoted in all fields, especially defense cooperation.

Expressing his belief that this visit will make an important contribution to the development of relations between Vietnam and Türkiye, Minister Yasar Guler highly appreciated the activeness of both sides in the field of training, especially for the first time in history that the Turkish Ministry of Defense sent a staff officer to train at the National Defense Academy and will continue to send officers to study Vietnamese at the Academy of Military Sciences. In addition, Türkiye is ready to receive Vietnamese students and officers to attend training courses in Türkiye.

The Turkish Defense Minister also appreciated the activeness of both sides in promoting the appointment of Defense Attaches in each country, contributing to promoting defense cooperation between the two countries.
