According to information from the Ministry of Finance , the results of the Open Budget Survey 2023 (OBS 2023) have just been announced by the International Budget Partnership (IBP), Vietnam's budget transparency ranking continues to be raised to 57/125 countries, up 11 places compared to the 2021 assessment and up 20 places compared to 2019.
Determination and efforts to increase budget transparency
All pillars are higher than the global average and have increased in score compared to 2021. For example, the budget transparency pillar scored 51/100 points (the global average was 45/100 points, up 7 points compared to 2021); the public participation pillar scored 19/100 points (the global average was 15/100 points, up 2 points compared to 2021); the budget monitoring pillar scored 82/100 points (the global average was 62/100 points, up 2 points compared to 2021).
These figures are the result of Vietnam's determination and efforts to increase budget transparency through the availability of budget documents and the full, accurate, and timely disclosure of information throughout the entire budget process, from the budget estimates submitted to the National Assembly , the budget approved by the National Assembly, the implementation status during the year, and the final accounts approved by the National Assembly.
Diversity in forms of transparency
In terms of content, the form of disclosure is diverse. In addition to disclosing detailed forms and state budget data, detailed explanatory reports and budget reports for citizens are also disclosed, designed in the form of charts and graphics, posted on the Ministry of Finance's Electronic Information Portal, the Budget Publicity Portal, printed publications, etc., to disseminate budget information to the largest number of people, creating favorable conditions for people to easily grasp the budget, increasingly attracting attention and further promoting people's participation in the budget process and budget supervision.
The State Budget Public Portal is regularly upgraded to provide timely and complete information and data on the State budget and support convenient exploitation and search in different information directions; at the same time, it is ready to receive comments and contributions from organizations and individuals in the process of developing State budget documents for submission to competent authorities for consideration and decision.
Notably, according to OBS's ranking, the budget report for citizens achieved a maximum of 100/100 points; the state budget estimate decided by the National Assembly achieved 83/100 points; the report on the implementation of the state budget in the year achieved 78/100 points.
Accordingly, the Ministry of Finance has implemented a mechanism to directly collect people's opinions on the draft state budget estimate submitted to the National Assembly and prepare a citizen budget report for this document, before the National Assembly decides on the state budget estimate.
The Ministry of Finance continues to hope to receive comments and technical support from international organizations, domestic organizations and individuals to improve the mechanism and policies on state budget management and disclosure; further attract public attention to budget information and facilitate people to participate and contribute opinions to documents throughout the entire budget process and monitor budget implementation.
The Open Budget Survey (OBS) is an initiative to promote budget transparency, conducted by IBP in collaboration with independent social organizations (in Vietnam, the Center for Development and Integration - CDI), assessing in more than 100 countries around the world , with an assessment cycle every 2 years since 2006.
