The Government Inspectorate has just announced the results of the 2022 anti-corruption assessment (PACA 2022) - 100-point scale.

This is an annual activity, carried out by the Government Inspectorate from 2016 to present; it is one of the important tools to evaluate the effectiveness of anti-corruption work in 63 localities across the country.

Which province is the lowest?

According to the announcement, the average PACA score in 2022 reached 66.06 points, 3.94 points higher than in 2021, and is the highest average score since the assessment was organized.

In which, the top place nationwide is Vinh Phuc (77.95 points), Ho Chi Minh City is 3rd (77.28 points), Hanoi is 25th (68.27 points), the lowest is Phu Yen (50.02 points).

The Government Inspectorate assessed that the average score of PACA 2022 is higher than previous years, demonstrating the determination of the entire political system in the work of preventing and fighting corruption; at the same time, it also reflects the initial positive impact of the establishment and operation of the steering committee for preventing and fighting corruption and negativity in localities.

Over the years of implementation, some localities have always had low-ranking scores, reflecting that the implementation of anti-corruption work in these localities has not made significant progress. Typical examples are Phu Yen, Cao Bang, Yen Bai and Lai Chau provinces.

Some localities still receive people in a sketchy manner.

One of the indicators that make up PACA 2022 is the reception of citizens by the Chairman of the Provincial People's Committee. This item has an average score of 1.48/2 points, reaching 74.21% of the requirement.

The above figures show a positive change compared to previous years. Local leaders across the country have increasingly raised their sense of responsibility in regularly receiving citizens, directly listening, having dialogues and making decisions to resolve complaints and denunciations of the people.

However, the assessment results also showed that in some localities, the reception of citizens by the provincial People's Committee chairmen is still sketchy. For example, Ca Mau and Tay Ninh have no points; the Chairman of the Bac Kan Provincial People's Committee receives citizens once a year; Ninh Thuan, Bac Lieu and Quang Nam provinces recorded that the Chairman of the provincial People's Committee receives citizens twice a year.

Still according to PACA 2022, the results of publicity and transparency according to the provisions of the Law on Anti-Corruption increased impressively, reaching 88.17% of the requirement and increasing by 5.08% compared to 2021.

Up to 26/63 localities achieved absolute scores, meaning that all activities of state agencies must be made public according to the law.

However, the Government Inspectorate cited the assessment of the Provincial Competitiveness Report PCI 2022 and the Provincial Public Administration Index PAPI 2022, showing that people and businesses still do not have easy access to information that provincial state agencies have made public (the level achieved is below 3.5/5 compared to the assessment).

The most difficult documents to access are, respectively, maps and land use plans, public investment plans, local investment incentive policies, and plans for new infrastructure construction.

These are all types of information documents that must be made public according to regulations, but in reality, they are almost never provided fully and clearly by localities.

Detection of corruption through inspection and supervision is still low.

Another important content is detecting and handling corruption. The average score in 2022 is 19.91/40 points, equivalent to 49.77% of the requirement.

The Government Inspectorate said that although the score in 2022 was higher than in 2021, it was lower than in 2020, showing that the work of detecting and handling corruption in the past 3 years has not progressed clearly and sustainably.

The handling of corruption has achieved positive results (reaching 65.41% of requirements), demonstrating the high determination of localities in resolutely handling violating organizations and individuals.

In the field of detecting corruption, the best results are through investigation, prosecution, and trial (reaching 88.75% of the requirement). Meanwhile, the detection of corruption through inspection, examination, and supervision is still quite low (only reaching 6% of the requirement).

However, the Government Inspectorate also noted that the low rate of corruption detected through inspections, audits, and supervisions does not mean that local efforts have decreased, because corruption is not necessarily detected after every inspection, audit, and supervision.

Corruption prevention work in state agencies, organizations and units

Seriously deal with the leader

A bright spot mentioned by PACA 2022 is the results of handling the responsibilities of the heads and deputy heads of agencies, organizations, and units based on the level of corruption cases. This criterion achieved 3.52/7.5 points, showing better progress compared to 2021.

In addition, all three forms of handling achieved the same level: reprimand reached 50.50%, warning reached 42.06% and dismissal reached 48.21%. This means that localities have been serious in handling the heads of agencies, organizations and units when they lack responsibility for corruption.

The results also show severity when the highest form of punishment (dismissal) is equivalent to reprimand and warning.

There is also a place to deal with it.

According to the Government Inspectorate, in addition to the positive aspects, some localities have not really paid due attention to the work of assessing corruption prevention and control in their localities.

The situation of implementation and assessment organization is still perfunctory and not really practical. Some localities often assign the provincial inspectorate to take the lead in implementation, leading to many difficulties in the implementation in the coordination of departments, branches, districts and counties in providing data and documents.

The above situation slows down local self-assessment reports, leading to a slowdown in the overall assessment progress of the whole country.
