The meeting aims to implement the Conclusion of the Standing Committee of the Central Steering Committee on preventing and combating corruption, waste and negativity: Reviewing a number of legal provisions with loopholes and inadequacies that can be easily exploited for corruption and negativity in the fields of finance, land, investment, public procurement, and operations of state-owned enterprises; Reviewing public investment projects, investment under the public-private partnership model... with signs of violating the law.

According to statistics, Nghe An has 4,258 housing and land facilities that need to be rearranged, including 360 provincial-level facilities, 388 district-level facilities and 3,510 commune-level facilities. In the process of reviewing, arranging and handling housing and land and construction projects affected by the arrangement and streamlining of the apparatus and administrative units at the local level, many housing and land facilities still lack legal documents. Most of the purposes of use of surplus housing and land facilities after the arrangement and streamlining of the apparatus and administrative units are not consistent with the land use planning and construction planning approved by competent authorities. In addition, Nghe An has diverse terrain, the mountainous area accounts for nearly 3/4 of the total area of ​​the province, so the arrangement of new headquarters must be carefully considered in terms of distance, traffic infrastructure and population density....

From the many difficulties and problems in practice, localities have proposed and recommended a number of issues such as: When arranging working offices for new administrative units, do not take into account the prescribed norms and standards but make the most of resources, nature and characteristics of existing assets; Amend the Land Law and the Planning Law so that localities can immediately adjust land use planning and plans; construction planning for surplus houses and land after the arrangement and streamlining of the apparatus and administrative units...
