Comrade Le Thanh Do, Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee delivered a concluding speech at the meeting.
The draft 1/5,000 scale construction zoning plan for the A Pa Chai Border Gate Functional Area, Muong Nhe District, clearly states: The establishment of the 1/5,000 scale construction zoning plan for the A Pa Chai Border Gate Functional Area is very necessary and urgent, aiming to orient the space for sustainable development, forming the necessary functional areas of a bilateral border gate, ensuring the technical infrastructure system, social infrastructure, national defense and security and foreign affairs, meeting the local socio-economic development strategy, creating conditions for border exchanges and management in accordance with the laws of each country, international laws and practices; serving economic development and improving the lives of people in the border area between Vietnam and China; attracting investment capital to build border gate economic zones and specific border gates; increasing revenue for local and central budgets. Creating the premise for the formation of an A Pa Chai urban area - a future border gate economic zone.
Giving opinions on the draft planning, the majority of delegates agreed on the necessity of establishing a 1/5,000 scale construction zoning plan for the A Pa Chai Border Gate Functional Area. At the same time, they discussed and clarified the contents related to the issue of boundary scope; area boundary scope; location of joint control stations; procedures for separating goods entry and exit at the border gate; location of border crossings; domestic water issues, etc.
Comrade Vu A Bang, Vice Chairman of the Provincial People's Committee, said that the establishment of the 1/5,000 scale construction zoning plan for the A Pa Chai Border Gate Functional Area needs to pay attention to exploiting the barrier system related to national defense and security issues.

However, in order to plan closely to the terrain, he suggested that the Department of Construction and the consulting unit receive the opinions of delegates to complete the draft plan.
