On May 30, Chairman of the People's Committee of Ba Ria - Vung Tau province Nguyen Van Tho signed an official dispatch assigning the Department of Planning and Investment to direct the Department's Inspectorate to immediately inspect and check the press's reflection; report to the Provincial People's Committee before June 5.
Previously, on May 29, the People's Representative Newspaper reported that, according to the registration information on the national bidding network, Khang Long Construction Trading Service Company Limited (Khang Long Company; 36 Nguyen Cong Tru, Long Dien town, Long Dien district, Ba Ria - Vung Tau) was established in November 2022; by September 2023, it was approved to be eligible to participate in bidding on the national bidding system.
Notably, according to the registration information, Khang Long Company only has 1 employee working, but as of May 8, 2024, this unit has participated in bidding for 18 packages in Long Dien district. Of which, 10 packages were won with a total value of more than 31 billion VND; 3 packages are waiting for results to be announced; 6 packages have been canceled. All 18 packages above are invested by Long Dien district.
Specifically, on April 23, 2024, Mr. Tran Huu Nghi - Director of the Construction Investment Project Management Board (CPM) of Long Dien district signed a decision approving Khang Long Company to win the bid for the project to renovate the curbs, sidewalks, and trees on Mac Thanh Dam street (from Vo Thi Sau street to Long Dien intersection, Long Dien town, Long Dien district).
On May 8, 2024, Director of the Long Dien District Construction Investment Project Management Board Tran Huu Nghi continued to sign the decision approving Khang Long Company to win the bid for the project package to renovate curbs, sidewalks, and trees on National Assembly Road No. 8 (from Mac Thanh Dam Street to Tran Xuan Do Street, Long Dien Town, Long Dien District).
Notably, in the above two bidding packages, the losing bidder has a better announced capacity profile than Khang Long Company, as it has many times more employees and has more experience in constructing public investment projects for many years in Long Dien district than Khang Long Company.
Previously, from October 30, 2023 to March 28, 2024, the Long Dien District Construction Investment Project Management Board consecutively approved Khang Long Company (both independently and in a joint venture) to win 8 public investment packages for important urban renovation projects in Long Dien District. In all 8 packages, Khang Long Company was the only unit participating and winning the bid.
On October 30, 2023 alone, the Long Dien District Construction Investment Project Management Board consecutively issued 3 decisions approving the Khang Long Company consortium to win 3 bid packages including: the bid package for the Nguyen Ngoc Minh + Nguyen Cong Thu + Lam Van Hien road project; the bid package for the road project from But Thien Lake to Golden Stone Pagoda; the bid package for the project to upgrade and repair the road from Mr. Hai's house to Mr. Dang's land (Tam Phuoc commune); Khang Long Company is still the only unit participating and winning the bid for these 3 bid packages.
In addition to the above packages, the Long Dien District Construction Investment Project Management Board is currently considering 3 urban renovation public investment packages with Khang Long Company participating in the bidding. Currently, these 3 packages have closed the bidding and are waiting for the announcement of the winning bidder.
Accordingly, for all three of these packages, Khang Long Company has the lowest bid price (usually the bidder with the lowest qualified bid price will win the bid), the competing units all have bid prices higher than Khang Long Company by only a few million VND.
Specifically, in the bidding package for the project to renovate curbs, sidewalks, and trees on Nguyen Trai Street (from Mac Thanh Dam Street to Tran Xuan Do Street, Long Dien Town), which closed for bidding on May 15, there were 2 bidding units, with the difference in bidding prices of the 2 units being 3 million VND.
The bidding package for the project to renovate curbs, sidewalks, and trees on QH Road No. 10 (from QH Road No. 1 to Mac Thanh Dam Road, Long Dien Town) closed for bidding on May 15. There were 2 bidding units, the bidding prices of the 2 units differed by 6 million VND.
The bidding package for the project to renovate curbs, sidewalks, and trees on National Road No. 9 (from National Road No. 8 to National Road No. 7, Long Dien town) closed for bidding on April 27. There were 2 bidding units, the bidding prices of the 2 units differed by 3 million VND.
With nearly 3,000 contractors registered to operate in Ba Ria - Vung Tau province and hundreds of contractors regularly participating in public investment bidding in Long Dien district, but only Khang Long Company bidding in a series of important public investment projects in Long Dien district, many people are concerned about the implementation of calling for contractors and the competitiveness in bidding in this locality.
