Specifically, at around 4:00 a.m. on November 2, 2025, the Working Group of the Coast Guard Region 4 Command together with the Border Guard Station of An Thoi Port, An Giang Border Guard inspected fishing vessel number KG-31397-TS (a vessel under 15 m in length) owned and captained by Mr. Luu Thanh Phong (born in 1970, residing in Ward 6, An Thoi, Phu Quoc Special Zone, An Giang Province). Upon inspection, the vessel was found to be storing and transporting 1 VMS device of fishing vessel number KG-92827-TS.
 Then, at 4:20 a.m. the same day, checking a fishing boat without a registration number (a boat under 15 m in length), with 3 crew members on board, captained by Mr. Bui Van Binh (born in 1972, residing in Vinh Thong ward, An Giang province). The authorities discovered that this boat was also storing and transporting a VMS device of fishing boat number KG-93231-TS.
 Illegal storage and transportation of VMS equipment to disguise the operating location of other fishing vessels at sea, deceive the monitoring system, and avoid detection of illegal, unreported and unregulated (IUU) fishing violations, especially illegal fishing violations in foreign waters.
 The Command of Coast Guard Region 4 directed the Working Group to draw up a record of temporary detention of the vehicles, seal the exhibits, and escort the two violating vessels to Port Squadron 401 in Phu Quoc special zone to conduct investigation and handle according to the provisions of law.
