According to the official dispatch , the Vietnam Road Administration thanked the attention, coordination and support of the People's Committees of Binh Thuan and Lam Dong provinces in the site clearance work, and resolutely directed relevant districts, departments and branches to resolve procedures for converting forest use purposes, reclaiming forest trees and handing over additional land for the project to implement construction and create a source of materials to coordinate roadbed embankment.
However, according to the direction of the People's Committees of the provinces, the entire site will be handed over to the project before April 30, 2025, but up to now, the project has only received 43/68 km (Binh Thuan province handed over 34/51 km, Lam Dong province handed over 9/17 km) and has mobilized to construct 16.5/17 km in advance .
Currently, the project has not completed procedures related to land acquisition such as approving compensation plans for site clearance; converting forest land and rice land; and has not completed the relocation of some technical infrastructure works.

For the sections that have not been handed over, site clearance work still faces many difficulties, such as in Binh Thuan province, many households have not agreed on compensation plans and have not handed over the site (about 175/538 households), the railway signal information system of the M2 abutment of the railway overpass (Km 4+640) has not yet selected a relocation unit.
In Lam Dong province, there are still 2 sections of the route/0.5 km stuck (1 household has not yet been handed over due to unpaid compensation; 1 household needs to arrange resettlement land). The remaining time to complete the project is about 6 months and the project area is entering the rainy season, the delay in handing over the above-mentioned site will greatly affect the progress and risk not meeting the requirements to complete the project in 2025.

In order for the Project to be completed on schedule, meet the objectives, effectively promote investment capital, and promptly serve the increasing travel and trade needs of the people after the merger of the provinces, the Department of Roads requests the People's Committees of the two provinces to pay attention and continue to resolutely direct the People's Committees of the districts and functional agencies to focus on removing difficulties, completing compensation procedures, land recovery, and relocation of technical infrastructure systems in June 2025 so that the contractor has a clean site to carry out construction.
According to the Vietnam Road Administration, currently, in Binh Thuan province, 8.7 km of water pipes and 60 electric poles of various types have not been relocated; the old telecommunications system's power lines and poles have not been moved; the railway signal information system at the M2 pier of the railway overpass has not been relocated. In Lam Dong province alone, there are still 64 electric poles stuck.

The project to renovate and upgrade National Highway 28B through Binh Thuan and Lam Dong provinces was approved by the Ministry of Transport (now the Ministry of Construction ) for investment in November 2023 and assigned the Vietnam Road Administration as the investor and Project Management Board 5 as the project manager.
The project has a total length of about 68 km; of which, the section passing through Binh Thuan province is about 51 km, and the section passing through Lam Dong province is about 17 km. Carrying out the tasks assigned by the Ministry of Construction, the Vietnam Road Administration is resolutely directing Project Management Board 5 and contractors to focus on implementing the construction to complete the project in 2025 according to the approved schedule.
