Land clearance problems for the Tra Khuc River downstream dam project, Quang Ngai

On the morning of June 3, the People's Committee of Quang Ngai City held a press conference to inform about land acquisition and site clearance for the Tra Khuc River downstream dam project.

The Tra Khuc downstream dam project has a total investment of 1,498 billion VND, a length of nearly 800m, connecting Hoang Sa and Truong Sa roads. The project started in 2019 and is expected to be completed after 2 years of construction. This is a combined irrigation and transportation project, with the main goal of raising water on the Tra Khuc River, in the section belonging to Quang Ngai City.

However, in 2020, the Central Inspection Committee concluded that the Provincial People's Committee had committed violations when using salary reform funds to build the dam. The project was restarted in 2022, with completion postponed to 2023. However, the project had to be postponed again due to site clearance problems. In early May 2025, the project was restarted.

At the press conference, the People's Committee of Quang Ngai City informed that up to now, the City People's Committee has approved 4 compensation and resettlement plans. Currently, the Provincial Traffic Construction Investment Management Board is coordinating with the People's Committee of Tinh An Commune to publicize the compensation, support, resettlement plan and organize compensation payments according to regulations.

Up to now, 14/15 households have agreed to receive compensation and support for receiving resettlement land and handing over the site for construction. Currently, there is only 1 household that has not agreed to receive money for land with the reason of requesting the State to arrange resettlement land because there is currently no place to live, although the investor, the organization in charge of compensation, and the locality have invited the household many times to organize persuasion.

After checking and reviewing, the People's Committee of Quang Ngai City concluded that the household was not eligible to be assigned a resettlement plot when agricultural land was recovered.

The People's Committee of Quang Ngai City informed that after completing the procedures on compensation plans, land recovery decisions, and persuasion procedures of the Land Recovery Enforcement Board, the households still did not comply. To keep up with the construction progress when the flood season is coming, the People's Committee of the city will organize the forced land recovery of the remaining household before June 20.

Problems with site clearance for construction projects

Regarding the compensation land price and the land price in the resettlement area of ​​the project, people reflected that the compensation land price in An Phu village (Tinh An commune, Quang Ngai city) is 779,000 VND/ m2 , while the resettlement land price in Lien Hiep 1 village, Truong Quang Trong ward, Quang Ngai city, is about 8.2 million VND/ m2 , making people worried.

Mr. Tra Thanh Danh, Chairman of the People's Committee of Quang Ngai City, said that according to the 2024 Land Law, the residential land price calculated to compensate people whose residential land is recovered is a specific price determined through land price consultancy. "Regarding residential land, the Tra Khuc River downstream dam project is applied according to the comparative method and the city has approved a public bidding package, consulting on land price determination. The consulting unit collects information on the most recent transactions in the project area where residential land is recovered, with similar and similar characteristics, to collect transaction prices on the market based on the land registration office, tax authority... From there, determine the specific land price".

Regarding the people's complaints, Mr. Danh said: "The specific compensation price for land in An Phu village is different from the land price in the resettlement area. The province's policy is to compensate for the difference in cases where residential land is recovered and people have to move their residence, the State will compensate for that difference."

In reality, there are still many shortcomings in resolving compensation, support and resettlement. For other cases, the City People's Committee will have a plan to recover land after ensuring related procedures.
