The rocky terrain causes difficulties in the process of site clearance and construction of the concentrated resettlement area in Ban Ten, Van Lang commune (Dong Hy).
The rocky terrain makes it difficult to clear the site for the construction of the Ban Ten concentrated resettlement area, Van Lang commune (Dong Hy).

In 2023, after reviewing Ban Ten hamlet, the authorities determined that there were 30 households living in the stream bed and foothills, areas at risk of flash floods and landslides. The People's Committee of Dong Hy district decided to invest in building a concentrated resettlement area (TDCTT) in Ban Ten hamlet on the central land of the hamlet.

The resettlement area has an area of 1.7 hectares, belongs to level IV, group C project, with a total investment of over 12.1 billion VND (from the state budget and other legal capital sources), invested by the Dong Hy District Investment and Construction Management Board. The resettlement area provides accommodation for 34 households, including 30 households relocated from the disaster area and 4 households subject to on-site resettlement.

Mr. Do Hieu Trung, Deputy Director of the Investment and Construction Management Board of Dong Hy district, said: The Ban Ten resettlement area started construction in early April 2024, but encountered many difficulties during the implementation process. After the groundbreaking ceremony, the project was interrupted for 3 months due to heavy rain. In particular, due to the need to focus on accelerating the construction progress of the Lien Phuong resettlement area (also in Van Lang commune) to quickly settle 22 households (forced to relocate due to landslides and temporarily stay in the Lien Phuong hamlet cultural house after storm No. 3), it was not until early November 2024 that the Ban Ten resettlement area began to accelerate construction.

In particular, the biggest obstacle is that the road to Ban Ten hamlet has many steep slopes and curves, making the process of transporting machinery and construction materials very difficult. Just to bring the wastewater treatment tank to the construction site took nearly 15 days.

The construction unit of the Ban Ten concentrated resettlement area (Van Lang commune, Dong Hy) uses a crane with a drill to break rocks.

Mr. Tran Van Vinh, representative of the construction unit - Duy Tung Private Enterprise (Dinh Hoa), informed: Due to the terrain here, there are many rocks floating and sinking underground, so the construction has encountered many difficulties. Up to now, we have used about 1 ton of baking powder to pump into the rocks, when the rocks are cracked, we use drills, hammers, and excavators to break and move each rock block, which takes a lot of time and money. Currently, we are still continuing to drill and process rocks to construct the remaining items of the Ban Ten resettlement area.

Present at the Ban Ten resettlement area construction site in mid-April, we noticed that despite the harsh sunlight, groups of workers were still working diligently (some were making roadbeds, others were drilling rocks or building wastewater tanks, fire protection water tanks, etc.).

According to the plan, in the coming days, the construction unit will urgently complete underground works (including power lines, domestic water lines, wastewater lines), install water pumping stations, electrical transformer stations; complete the leveling and subdivision items to hand over the site to the locality and households in May.

The last household relocated on April 15 to hand over the site to the construction unit of the Ban Ten concentrated resettlement area, Van Lang commune (Dong Hy).

Ms. Nguyen Thi Nguyet, Vice Chairwoman of Van Lang Commune People's Committee, said: The commune has actively promoted and mobilized 4 related households to relocate early to hand over the construction site of Ban Ten resettlement area to the construction unit to ensure progress. At the same time, it has coordinated with the district's functional departments and the construction unit to focus on removing difficulties and obstacles in the process of constructing the resettlement area.

Up to now, the construction work has reached over 80% of the workload. In the coming time, the commune will continue to coordinate well to carry out the tasks to soon hand over the land in the field, helping households realize their dream of "settling down"...
