Chi Lang Commune: A bright spot in handing over clean land for the power project

The "500 kV Bac Ninh Transformer Station and Connection Line Project" in Chi Lang Commune is one of 13 projects being implemented by the National Power Transmission Corporation in Bac Ninh Province. The project has been approved by the Provincial People's Committee for construction location in Document No. 555/UBND-XDCB dated February 22, 2019, approved the investment policy and approved the investor in Decision No. 481/QD-UBND dated September 17, 2025; the scale of use is more than 11 hectares of land; the total investment is more than 1,540 billion VND (including compensation, site clearance, and resettlement support costs of more than 53.6 billion VND). This is an important power grid project, which, upon completion, will meet the power supply needs of urban areas and industrial parks in Que Vo district (old) and the loads in the area.

According to the investor's assessment, power projects still face many obstacles, especially in the site clearance stage. The reasons are related to updating the approval process for land use plans in 2025; the locality does not have specific land prices to establish and publicize the site clearance compensation plan; some households have not agreed to receive compensation... If the power grid projects are slow to be implemented, the State will recover capital, directly affecting the province's investment attraction, making it impossible to achieve Bac Ninh's economic growth target.

While many power projects being implemented in the province are stuck in the land clearance stage, the power project in Chi Lang commune is proceeding smoothly. The total land area of Chi Lang commune that must be recovered for the Bac Ninh 500 kV Transformer Station project and the connecting line is more than 11 hectares; of which, the rice land area is more than 9.69 hectares, traffic land is more than 0.86 hectares, irrigation land is more than 0.42 hectares, the rest is cemetery land.

The Bac Ninh 500 kV Transformer Station and connecting line project has a total investment of more than VND 1,540 billion; the land use scale is more than 11 hectares. The project is expected to start construction at the end of 2025 and be completed and energized before March 31, 2026.

As of August 2025, the commune has completed the inventory of 219 out of 219 plots of land that need to be recovered, related to 198 households (Que O village: 158 households, Dong village: 21 households, Mao village: 8 households, Thuy village: 11 households). 100% of the households involved have confirmed the origin of the land and population to serve the preparation of a plan to support the stabilization of their lives; a comprehensive and detailed plan has been prepared for the households.

Up to this point, Chi Lang has publicly posted the list of households and the area of land to be recovered at the Commune People's Committee and the village cultural house (from September 15 to October 15, 2025 according to the provisions of law); on October 20, 2025, issued a Decision approving the compensation plan; it is expected that compensation for site clearance will be paid from October 28, 2025. The representative of the National Power Transmission Corporation acknowledged that Chi Lang commune's smooth implementation of site clearance will help the Corporation start the project early at the end of this year (about 1 month earlier than planned), striving to complete and connect electricity before March 31, 2026, according to the set plan.

Immediately after the Provincial People's Committee approved the 2025 land use plan of Chi Lang commune, the commune mobilized the entire political system to participate under the close direction of local leaders. Members of mass organizations and relevant village officials went to each house to propagate and broadcast on the commune's radio system about the importance, purpose and significance of the project so that people could understand. At the same time, they encouraged people to raise their sense of responsibility and comply with the State's policies.

Thanks to thorough propaganda, most people whose land was recovered felt responsible for joining hands with the local government and the investor so that the project could start soon. Ms. Nguyen Thi Toan, Que O village, said that her family had more than 495 square meters of rice fields recovered for the project. "My family, as well as many households in the village, requested the State to recover the remaining diagonal and concave land area after recovering land within the project boundary. Because these remaining land areas are small and do not have irrigation ditches and internal roads, it is very difficult to cultivate" - Ms. Toan said. It is known that regarding the content Ms. Toan mentioned, the People's Committee of Chi Lang commune has made a proposal to the relevant department and the Provincial People's Committee, awaiting instructions. The investor is also ready to pay compensation for the remaining diagonal and concave land area that cannot be cultivated for households.

Comrade Nguyen Tien Tiem, Chairman of the People's Committee of Chi Lang Commune, said: Previously, Chi Lang Commune also cleared land for a number of industrial projects in the area such as the Que Vo Industrial Park 2 expansion project. Therefore, the local experience is to focus on the propaganda, publicity, and transparency of project information to the people, especially the compensation regime. At the same time, mobilizing the entire political system to participate, reaching each household to mobilize so that people can thoroughly understand, and from there will agree.

Regarding the results that Chi Lang commune has achieved in site clearance for power projects in the area, at the conference to remove obstacles for power projects being implemented in the province in early October, Comrade Pham Van Thinh, Vice Chairman of the Provincial People's Committee, highly appreciated the determination and efforts of the Party Committee, government and people of Chi Lang. He requested relevant localities to learn and spread the way of doing things of Chi Lang commune, so that not only power projects, but also other infrastructure projects when implemented in the province will soon achieve their goals and be effective.
