The Master Plan for Construction of Hai Chanh Commune, Hai Lang District to 2035 is suitable for the needs and orientation of socio-economic development in the area, creating a new look for the rural areas of Hai Chanh Commune in a modern and civilized direction, moving towards building an advanced new rural commune and a model new rural area.

The planning goal is to gradually achieve the criteria for building advanced new rural areas; towards building a model new rural area in the period of 2021-2025, and the period up to 2035. The goal is to develop the commune economy in the direction of developing organic agricultural production, creating clean products, focusing on expanding economic development in hilly areas.

In addition, expand and promote the development of craft villages, small-scale industry (TTCN), industry (CN), trade, services, (TMDV) tourism, with the spearhead being TMDV. Develop sustainable socio-economy, maintain political stability, ensure national defense and security, preserve and promote local cultural identity and protect the ecological environment.

Gradually improve rural infrastructure, implement the motto "State and People work together", create conditions for "People know, people discuss, people do, people check". Improve the quality of life of rural people with full living conditions, gradually reduce the gap with urban people's life.

Hai Chanh is located in the south of Hai Lang district, 10 km from the district center, bordering Phong Dien district (Hue city), considered the southern gateway of Hai Lang district in particular and Quang Tri province in general. The development of trade and service industries, handicrafts and industry promotes the rapid urbanization process. The economy develops in the direction of industry, handicrafts - trade and services. Agricultural production is organic, creating clean products for consumers. Focus on expanding the economic development of hilly areas. In addition, promote the development of craft villages producing handicrafts, trade and services, tourism, in which the strengths are handicrafts, trade and services.

According to the project, restructuring the industry, trade and services sector towards increasing added value and sustainable development. Developing a multi-sector economy creates conditions for collective and private economic sectors to invest and develop with increasingly expanded production scale. Pay attention to encouraging existing services to expand and develop. Invest in developing infrastructure to serve production, especially serving industrial and handicraft production and concentrated livestock and crop farming areas according to the plan.

With the advantage of trading goods, the development of industry, handicrafts, traditional trades with brands in the commune, along with that, the trade and service industry is increasingly developing, meeting the needs of trading and consuming products in the commune; people's lives are increasingly improved, leading to the types of trade and service serving people's lives are increasingly developing; the total value of trade and service increases rapidly every year and plays a key role in the economic development of the commune.

For industry and handicrafts, Hai Chanh industrial cluster has been shaped with a scale of 30 hectares, of which the leased land area is 22.96 hectares. Most of the projects are operating stably and effectively. Continue to expand by 70 hectares by 2035, improve the production efficiency of existing enterprises and handicrafts; effectively implement preferential policies to attract investment; encourage expansion and diversification of industries.

Regarding agricultural production, with the advantages of land and rivers, agriculture has been formed for a long time and plays an important role in the economic development of the commune. Agricultural production is associated with the development of production plans and the application of technical advances suitable to weather and soil conditions. Encourage the application of biotechnology to exploit the advantages of local products and industries such as rice production and fish farming.

Stabilize the supply and consumption of agricultural products, increase product competitiveness. Call on businesses to invest in high-tech livestock planning areas. Develop livestock in both quantity and quality. Encourage the development of cow and pig herds in the form of farm and ranch farming. Develop poultry herds using biological bedding; proactively prevent diseases. Continue to effectively implement policies to support the development of agriculture and aquaculture.
