Identified as a key economic sector, playing a key role in the local economy, the trade and service sector has always been prioritized for investment and development in all aspects by the authorities at all levels of Huong Hoa district. The focus is on reviewing, assessing the current situation and completing the planning and development of trade and services in the area; prioritizing land funds and creating favorable conditions for businesses and individuals to invest in supermarkets, trade centers, large-scale accommodation and catering establishments; developing and implementing policies to encourage and support businesses and individual business households to invest in trade and service development, with a focus on supporting businesses operating in the fields of tourism, logistics, etc.

Expanding markets in remote areas to ensure adequate supply of essential goods for people's daily life and production; organizing timely purchase of agricultural products, and consuming products under contracts between manufacturers, agents and farmers. Promptly resolving difficulties, creating favorable conditions for developing production, business, and transporting goods in and out of border areas; creating conditions for border residents in exchanging and trading goods.

Head of the Economic - Infrastructure Department of Huong Hoa District Nguyen Khanh Quan said: “The district also focuses on organizing activities to promote potential, advantages, preferential investment policies and calling on domestic and foreign enterprises to implement projects on trade and services. Implement activities to stimulate trade and consumption.

Promote administrative reform, create favorable conditions for businesses to invest in developing trade and services. Pay attention to supporting the building of brands, labels, and finding markets for OCOP products and agricultural products of the district.

To exploit the potential and advantages, gradually develop tourism into a spearhead economic sector of the locality, the district focuses on attracting investment in the Ta Puong Waterfall - Brai Cave Tourist Area; calling for and attracting investment in the Tan Do Lake Eco-tourism Area project; the inter-regional tourist destination of Bac Huong Hoa including Ta Puong Waterfall, Chenh Venh Waterfall, Co Lum Cave, Brai Cave, Sa Mu Pass, Huong Linh "wind power field", Tan Do Lake.

In 2024, the total value of commercial production and service revenue of Huong Hoa is estimated at 11,897.3 billion VND, exceeding the plan by 4.4%, up 13.7% over the same period last year. Of which, the total retail sales of goods and service revenue is estimated at 10,505.9 billion VND, up 13.96% over the same period last year.

In the first quarter of 2025, trade and service activities, especially tourism in the district, were quite vibrant; the estimated total retail sales of goods and service revenue reached 3,486.3 billion VND, an increase of 24.6% over the same period last year, equal to 30.6% of the 2025 plan. Of which, retail sales of goods reached about 1,852 billion VND, accommodation and food and beverage about 712 billion VND, up 24.3% and 25.5% respectively over the same period last year...

In addition to the achieved results, the development of trade and services in Huong Hoa district still has some difficulties and limitations. In particular, many infrastructure works lack capital for maintenance, repair, and repair, so they are degraded and outdated. Not many investment resources have been attracted for the development of trade infrastructure. The consumption market for typical products and advantages of the district is still limited; production and business establishments have not exploited and effectively developed e-commerce. The construction of product labels, traceability of geographical indications, ownership of industrial designs... have not met the requirements. The implementation of the conversion of the management model, business exploitation of markets in the area has encountered difficulties in handling public assets, procedures for leasing, and land allocation for enterprises to manage and exploit.

According to Mr. Nguyen Khanh Quan, in order for trade and services to develop strongly and make an increasingly important contribution to the local socio-economic development, Huong Hoa district continues to synchronously deploy solutions. In particular, focusing on monitoring and grasping market developments, supply and demand of goods, having timely supply plans, meeting the essential consumption needs of people. Supporting the connection of supply and demand for goods consumption; developing e-commerce, digital transformation.

Accelerate the progress of transforming the market management and exploitation model according to plan. Strengthen market management and inspection, prevent smuggling and trade fraud. Encourage investment in building a system of restaurants, hotels, motels; a system of private health and education services; develop a credit, banking and insurance system to better serve the needs of businesses and people...

Continue to exploit the potential and strengths of Lao Bao Economic - Trade Zone, East - West Economic Corridor, Lao Bao International Border Gate. Support the formation of commercial enterprises; develop a system of wholesale markets and rural markets suitable for the needs of exchanging goods and services between regions; innovate and raise awareness to develop tourism in a professional and gradually modern direction. Improve the effectiveness of planning, promotion, advertising, strengthen regional linkages and focus on human resources in tourism development.
