Applying information technology to effectively implement democracy at the grassroots level

In the period of accelerating digital transformation, the application of IT to grasp people's aspirations and practice democracy is necessary and inevitable, contributing to creating consensus among all classes of people. The more society develops, the more democracy is expanded, the more democratic practice is promoted, so the Party, State, and authorities at all levels regularly grasp the living conditions, thoughts, and aspirations of the people to have correct and timely policies and measures.

In the era of the 4.0 Industrial Revolution, IT helps to automatically and quickly connect agencies and organizations in the political system with the People. Applying IT in collecting and synthesizing the People's aspirations is accurate and the management and provision of information is also quick, complete, and timely, helping leaders, directors, and coordinators to effectively resolve the People's concerns, thereby better practicing democracy at the grassroots level.

In recent times, Party committees and organizations at all levels have focused on leading and directing all levels and sectors to promote the application of IT in practicing democracy at the grassroots level, achieving remarkable results. To effectively carry out this task, all levels, sectors and localities have paid attention to building and developing modern technical infrastructure, interconnecting, information systems, and databases to serve digital transformation, including a system to receive feedback and recommendations from organizations, businesses and people.

Arrange adequate and modern equipment in the operations of administrative agencies and public administrative services. Improve the operational efficiency of the Provincial Public Administration Service Center, the one-stop reception and result delivery department at the commune level, and implement publicity and transparency in receiving and handling records and administrative procedures of citizens and organizations according to the provisions of law.

Many agencies, units and organizations have actively researched and applied software to grasp the people's situation and practice democracy.

The province's electronic information portal has received and processed many opinions from organizations and individuals. Many localities, agencies, units, and socio-political organizations have used the advantages of social networks to gather and promptly grasp the thoughts, aspirations, and concerns of the people right at the grassroots level.

In practicing democracy, departments, branches, and authorities at all levels pay attention to posting draft legal documents, programs, and policies closely related to the people to collect their opinions.

Strengthen and improve the quality of the IT workforce in agencies, units and localities; along with training and improving the ability to use IT to implement democracy at the grassroots level for cadres, civil servants, public employees and workers. Cadres, civil servants and public employees from the province to the grassroots level are equipped with computers, have official email boxes, are trained in applying IT in their work and sending and receiving electronic documents...

Use email boxes, electronic information portals, social networks... to notify, receive and handle feedback from organizations and individuals in implementing democracy at the grassroots level, helping local Party committees and authorities to lead and direct quick and timely resolution.

Expand the application of utilities to provide and support people in performing public services, QR Code at one-stop shops for people to access public utility payments, evaluate citizen reception work, and resolve administrative procedures...

To further improve the effectiveness of IT application in implementing democracy at the grassroots level, in the coming time, the province will focus on implementing key tasks: Strengthening the leadership and direction of Party committees and organizations, promoting the role and responsibility of heads of agencies, units and organizations in applying IT to practice democracy at the grassroots level, continuing to establish consulting groups to support the application for people. Perfecting the organization and specialized IT staff in agencies and units, and at the same time regularly training and improving the ability to exploit and use IT for officials and civil servants in the new period. Perfecting the legal basis for bringing IT into the practice of democracy at the grassroots level in areas directly related to the interests of the people.

Continue to invest in improving the quality of IT infrastructure, forming a closed network to transmit information between agencies, units and organizations in the political system from the province to the grassroots level. Strengthen research and application of IT in the activities of the Vietnam Fatherland Front and socio-political organizations. Continue to develop monitoring channels, collect people's opinions on the results of implementing legal regulations on democracy at the grassroots level. Build a model and gradually implement e-democracy.

Promote the application of IT in grasping the thoughts and aspirations of the people, practicing democracy at the grassroots level and resolving people's petitions. Enhance the use of positive factors of social networks to grasp the thoughts and legitimate and legal aspirations of all classes of people and practice democracy, encourage cadres, party members, association members, and prestigious people in the community to post and share positive information, good people, and good deeds on social networks to "use beauty to eliminate ugliness"; fight against bad and toxic information on cyberspace, and raise the sense of responsibility of e-citizens.

Applying IT in practicing democracy at the grassroots level requires regular leadership and direction from all levels, sectors, and socio-political organizations with drastic solutions, specific, appropriate, and effective roadmaps and steps. This will create consensus in society, promote the great resources of the people, and build a socialist rule-of-law state of the people, by the people, and for the people.
