By firmly grasping each household, providing transparent information and resolving problems right at the grassroots level, the locality has limited conflicts, created social consensus, and accelerated the progress of many key projects in the area.
Implementing 40 projects
According to the People's Committee of Thien Loc commune, the whole commune is implementing 40 projects, including 2 non-budget projects and 38 public investment projects. Of these, 9 projects are progressing well; 7 land clearance projects have no difficulties or problems and there are still 31 projects in progress with problems, mainly concentrated in the villages of Hau Duong, Bau and Doai.
To create consensus in project implementation and ensure the rights of the people, the Party Committee of Thien Loc commune organized a meeting of the Steering Committee for compensation and resettlement support to comprehensively review the situation of the projects. Each project was analyzed, clearly "seeing" the "bottlenecks" to assign specific responsibilities to each department. The difficulties raised included: Compensation and resettlement support policies need to be explained in depth; 12 projects related to moving graves, but there is no agreement on the relocation location; comparing the "State land recovery" project with the "agreed project"; the existence of a history of land records management and violations of construction order left over from the past, now located within the land acquisition boundary.
According to Party Secretary and Chairman of the People's Council of Thien Loc Commune Pham Xuan Toan, compensation, support and resettlement are not only prerequisites to ensure the progress of project construction, but also directly related to the legitimate rights of the people. The Steering Committee requires members to grasp the situation of each household, promptly answer and resolve difficulties, create consensus and support from the people. All stages must ensure publicity, transparency and compliance with the law.
That spirit has been concretized through direct working sessions in the past time. Specifically, in early September 2025, the People's Committee of Thien Loc commune invited households and individuals with construction works on agricultural land within the land acquisition boundary of the G8 New Urban Area project to dialogue. The meeting was chaired by Vice Chairman of the People's Committee Nguyen Khac Tuan, with the participation of specialized departments and offices. Here, representatives of the Project Management Board provided full information on the objectives and significance of the project, compensation, support and resettlement mechanisms and policies according to current regulations, implementation roadmap and responsibilities of the parties.
Emphasizing the role of the project, Deputy Director of the Commune Infrastructure Investment Project Management Board Le Thi Van Huyen informed that the G8 New Urban Area project is a key project, of special importance in expanding urban space, synchronizing technical infrastructure, creating momentum for socio -economic development, and improving the quality of life for the people. After completion, the new urban area will contribute to changing the face of the homeland, gradually turning Thien Loc into a civilized and modern urban area. The local government hopes that households will uphold their sense of responsibility, comply with regulations, and promptly hand over the site to ensure the project's progress.
At the dialogue session, the Commune Investment and Infrastructure Project Management Board provided complete and accurate information about the project and the people had their concerns and questions answered. Opinions related to compensation prices, resettlement plans, and procedure implementation time were all answered directly by the commune leaders and professional departments.
Through the dialogues, people also clearly understood the project's significance and role in economic development, local life, and limited complaints.
Every step is "correct - sufficient - timely"
From the above reality, Thien Loc commune plans a synchronous solution for the coming period, in which the focus is to promote information and propaganda work with many flexible and easy-to-understand forms; develop a plan to handle violations of land and construction order according to the right authority; increase personnel for agencies performing land clearance work. Speed up the work of land clearance, shorten the time for counting, establishing records and organizing training on land management, ensuring that all stages are "correct - sufficient - timely".
Each task is assigned specifically, with a timeline for testing and evaluation, thereby shifting the focus from "writing documents" to "measuring results".
Chairman of Thien Loc Commune People's Committee Nguyen Huu Dung said that the new government model is helping Thien Loc operate the connection mechanism between the Party Committee, the government, the Fatherland Front and organizations. The compensation, support and resettlement stages often give rise to conflicts of interest, so the commune has developed a scientific plan and standardized projects and policies. Working groups "go to every alley and knock on every door" to grasp each file, helping to prevent conflicts right from the beginning.
According to Secretary of the Party Committee of Thien Loc Commune Pham Xuan Toan, the key lesson that Thien Loc Commune has learned is transparency - discipline - personal responsibility. Transparency so that people "understand" and "believe"; discipline so that everything is "correct" and "even"; personal responsibility so that the work "gets done properly". Social consensus is not only formed in the meeting room, but is also sustainable when stepping out into the field with specific milestones to complete the inventory, finalize the compensation plan, make timely payments, and hand over the site on time.
The ultimate goal that Thien Loc is aiming for is to basically complete the compensation, support and resettlement work as soon as possible, creating a clean site for projects to be implemented as planned, contributing to socio-economic development, improving the urban appearance and quality of life for the people. When dialogue becomes a regular management method, "bottlenecks" are gradually untied, and project progress is no longer delayed by misunderstandings or lack of information. That is the way to speed up the implementation of projects, creating high consensus among the people - the foundation of sustainable development.
