Recently, the 7m wide road was completed with asphalt concrete. The road is not only wide and beautiful, but also has a sidewalk invested in ventilation, installed with lighting combined with planting trees to create a green, clean, and beautiful rural environment. Since the road was completed and put into use, people have been traveling conveniently.
In the western communes of Hai Phong , the appearance of rural traffic has also changed a lot. From village roads, alleys, hamlets to commune roads, inter-commune roads, and roads to fields serving production have all been invested synchronously, creating a "push" to promote production development.
Ms. Nguyen Thi He in Ninh Giang commune said that up to now, the rural transportation system in the commune from the village to the field has been invested synchronously, creating favorable conditions for people to travel, promoting the development of local agricultural production. According to the Department of Agriculture and Environment, implementing the national target program on new rural construction in the 2021-2025 period, the entire city has invested in repairing, upgrading, renovating and putting into use more than 1,773 km of rural roads of all kinds. Thanks to that, up to now, 100% of communes have met the criteria on traffic and irrigation.

Improve farmers' lives
Rural transport infrastructure has been invested in, contributing significantly to promoting local socio-economic development, creating a boost in agricultural production development. Up to now, in the communes, many specialized production areas have been formed on a large scale, with high economic value, generating an income of 300 - 500 million VND/ha/year; forming a number of chains linking production to product consumption, building quality product brands.
For example, onion and garlic growing areas in the wards of Kinh Mon, Tran Lieu, Bac An Phu, Nhi Chieu, Pham Su Manh, Nguyen Dai Nang and Nam An Phu commune... Thereby, contributing to increasing the income of rural people to an average of 80.56 million VND/person by 2024.
According to Deputy Director of the Department of Agriculture and Environment Pham Thi Dao, the Central Government is currently researching and developing a policy to implement the Program for the period 2026 - 2030. In particular, it is expected to be implemented at 3 levels: New rural - advanced new rural - modern new rural. In order to promote the synchronous and effective implementation of the new rural criteria achieved in the period 2021 - 2025, especially for the rural traffic criteria, the city plans to propose a number of key directions and tasks to implement the Program for the period 2026 - 2030.
In the immediate future, in 2026, in the development orientation, the city will continue to focus on developing essential socio-economic infrastructure, ensuring synchronous rural-urban and inter-regional connectivity and improving access to basic services for rural people. Developing rural traffic infrastructure in communes and inter-communes in a synchronous and modern direction, ensuring connectivity, suitable to regional and regional characteristics, and the reality after merging communes; ensuring effective intra-regional connectivity, adapting to climate change and supporting digital transformation in traffic organization and management.
Along with that, in 2026, the city will comprehensively review, adjust and supplement planning at all levels, especially communes after the arrangement and merger to ensure feasibility, promote the advantages of localities, in accordance with the city's master plan. Rural planning in the direction of restructuring living and production spaces in suburban areas, fully integrating the content of new rural construction in the city's socio-economic development planning according to the provisions of the Planning Law, clearly defining the role of rural areas in inter-regional development space...
Currently, the Department of Agriculture and Environment is focusing on reviewing the current status of new rural areas in the communes after the merger. On that basis, it is proposed that the Central and the city allocate resources to implement projects in each field, in which transportation is still identified as the leading field to pave the way, creating a driving force to promote socio-economic development of localities and cities.
