On September 16, in Vinh city, the Central Party Secretariat held a conference to disseminate and implement Resolution No. 39, dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045.
Building and developing Nghe An province to be worthy of being the homeland of President Ho Chi Minh
Comrade Truong Thi Mai, Politburo member, Permanent member of the Secretariat, Head of the Central Organization Commission; Comrade Tran Tuan Anh, Politburo member, Head of the Central Economic Commission; Comrade Nguyen Trong Nghia, Secretary of the Party Central Committee, Head of the Central Propaganda Department; Comrade Le Minh Hung, Secretary of the Party Central Committee, Chief of the Party Central Committee Office; Comrade Le Minh Khai, Secretary of the Party Central Committee, Deputy Prime Minister; Comrade Nguyen Khac Dinh, Member of the Party Central Committee, Vice Chairman of the National Assembly; Comrade Thai Thanh Quy, Member of the Party Central Committee, Secretary of Nghe An Provincial Party Committee chaired the conference.
The conference was held in two forms: in-person and online. Accordingly, the conference was held in person at the Nghe An Provincial Labor Culture House, with 700 delegates including leaders of the Party, National Assembly, Government, ministries, departments, and central branches; leaders of Military Region IV; leaders of provinces and cities in the North Central and Central Coast regions; leaders of the province, provincial departments, departments, branches, and localities of Nghe An province.
At the same time, the conference was also connected online to 655 points; of which, there were 30 points at the district level, directly under the Party Committee and 625 points at the commune level, directly under the Party Committee in the whole province. The total number of cadres, civil servants, public employees, workers and people participating was about 42,000 people/655 points.

Develop Nghe An quickly, sustainably, comprehensively, civilizedly and modernly, imbued with the cultural identity of Vietnam and Nghe An.
At the conference, comrade Tran Tuan Anh, Politburo member, Head of the Central Economic Commission, thoroughly grasped the basic contents of Resolution No. 39-NQ/TW of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045.
Accordingly, the Resolution comprehensively assessed the achievements Nghe An has made in the 10 years of implementing Resolution No. 26-NQ/TW, dated July 30, 2013 of the 11th Politburo on the direction and tasks for developing Nghe An province until 2020; at the same time, pointed out the limitations and shortcomings.
The Politburo's viewpoint when issuing Resolution 39-NQ/TW is that building and developing Nghe An province commensurate with its position, role, and importance, worthy of being the homeland of President Ho Chi Minh is an important political task of the Party Committee, government , and people of Nghe An province and the whole country.
The Resolution aims that by 2030, Nghe An will be a fairly developed province in the country, with a fast and sustainable economic development, imbued with the cultural identity of Vietnam and Nghe An; the center of the North Central region in terms of trade, logistics, healthcare, education and training, science and technology, industry and high-tech agriculture;
There is a synchronous and modern infrastructure system capable of effectively responding and adapting to natural disasters and climate change; the material and spiritual life of the people is constantly improved; the value of the forest, sea, island ecosystems, culture, history and traditions, especially Nghe An culture, is preserved and promoted; national defense, security and sovereignty over borders, seas and islands are firmly ensured; the Party organization and political system are clean and strong; the strength of the great national unity bloc and the people's trust in the Party and State are enhanced.
Vision to 2045, Nghe An will be a province with rapid, sustainable, comprehensive, civilized and modern development, imbued with the cultural identity of Vietnam and Nghe An; one of the driving forces for development of the North Central region; the material and spiritual life of the people will reach a high level;
The value of the forest ecosystem, sea, islands, culture, history and tradition, especially Nghe An culture, are preserved and promoted; national defense, security and sovereignty over borders, seas and islands are firmly ensured; the great national unity bloc is strengthened; the Party organization and political system are clean, strong and comprehensive.
To achieve the above goal, Resolution 39 also sets out tasks and solutions that the Government Party Committee; the National Assembly Party Delegation, Nghe An Party Committee, etc. need to focus on implementing in the coming time.
At the conference, Comrade Thai Thanh Quy, Secretary of Nghe An Provincial Party Committee, presented the Action Program of the Nghe An Provincial Party Committee to implement Resolution 39 of the Politburo. Accordingly, the province will focus on concretizing the contents of the resolution in accordance with reality in the spirit of "bringing Nghe An to "take strong steps, go far"; proactively coordinate with central ministries and branches to propose solutions to build and develop Nghe An according to the set goals.

Accompanying the Party Committee, government and people of Nghe An province
On behalf of the Government Party Committee, Comrade Le Minh Khai, Secretary of the Party Central Committee, Deputy Prime Minister presented the draft Resolution of the Government on promulgating the Government's action program to implement Resolution No. 39 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045.
Comrade Le Minh Khai emphasized that the development and promulgation of the Action Program to unify direction at all levels and sectors to thoroughly grasp, implement and concretize the Resolution creates a clear change in awareness, action and responsibility of cadres, civil servants, public employees at all levels, sectors and people of Nghe An province regarding the position and role of Nghe An province in the North Central and Central Coast regions and the whole country; worthy of being the homeland of the great President Ho Chi Minh.
The Action Program aims to specify the goals, tasks and solutions stated in Resolution No. 39-NQ/TW; clearly identify key tasks, demonstrate specific and practical solutions associated with an organization plan according to a suitable roadmap to achieve the goals set out in the Resolution.
The action program aims to demonstrate the Government's role in creating, leading and directing in the spirit of accompanying the Party Committee, government and people of Nghe An province, and at the same time clearly define the main roles and tasks for the Government, the Prime Minister, ministries, branches and the People's Committee of Nghe An province, the People's Committees of provinces in the North Central and Central Coast regions to focus on directing the development and implementation of breakthrough policies and strategies.
Mobilize and allocate resources to implement important projects, expand international cooperation, ensure harmonious development between regions, ensure close combination between the goals and tasks of socio-economic development of Nghe An province with development, preserve the fine traditional culture of the Vietnamese people and Nghe An, protect the environment, proactively prevent and combat natural disasters and effectively adapt to climate change, ensure national defense, security and foreign affairs.
Strive for an average GRDP growth rate of 10%/year
Regarding the goals, comrade Le Minh Khai said that the Government's Action Program identifies 18 specific economic , social and environmental targets to strive to achieve by 2030.
Some important indicators include: Average GRDP growth rate of about 10%/year; GRDP per capita of about 7,500 - 8,000 USD (current price).
The rate of trained workers reached 77%, of which, those with degrees and certificates reached about 38%; the rate of doctors per 10,000 people reached over 15 doctors; the rate of hospital beds per 10,000 people reached over 50 beds.
The rate of communes meeting new rural standards reached 90%, model new rural areas reached 15%; the rate of poor households decreased by an average of 0.5 - 1.5%/year...
10 key task groups and solutions
Regarding tasks and solutions, the Government Resolution sets out 10 key groups of tasks and solutions, including:
Firstly, the work of disseminating, propagating, disseminating information, creating consensus in building and organizing the implementation of programs and action plans to implement Resolution No. 39.
Second, unify awareness, renew thinking, arouse the desire for comprehensive, faster and stronger development; promote traditions and culture imbued with Nghe An's identity to become the driving force and endogenous resources for development.
Third, build and implement well the planning and planning management work; strengthen the development linkage.
Fourth, promote economic restructuring associated with growth model innovation towards mainly relying on science and technology, innovation, creativity and digital transformation; develop green economy, circular economy; develop Nghe An to become the center of the North Central region in trade, logistics, industry and high-tech agriculture.
Fifth, focus on strongly developing the urban network, especially central cities; promote investment in building economic and social infrastructure, especially synchronous and modern transport infrastructure; information technology infrastructure, digital infrastructure.
Sixth, focus on developing Nghe An into a regional center of the North Central region in education and training, science and technology, and healthcare; develop high-quality human resources; effectively implement social security policies, ethnic affairs, and religion.
Seventh, create breakthroughs in administrative reform, improve the investment and business environment; promote attraction and improve the efficiency of using resources for development.
Eighth, strengthen management and effective use of resources; protect the environment; improve response and adaptation capacity to natural disasters and climate change.
Ninth, firmly ensure national defense and security, especially in border areas, airspace, seas and islands of the Fatherland; improve the effectiveness of foreign affairs activities.
Tenth, strengthen the building and rectification of the Party and the political system; improve the effectiveness and efficiency of management at all levels of government; and consolidate the great national unity bloc.
To specify the groups of solutions, the Government's Action Program sets out 18 tasks assigned to ministries, branches and the People's Committee of Nghe An province to implement with a specific roadmap and implementation time.
In which, the People's Committee of Nghe An province is assigned to coordinate with the Ministry of Planning and Investment and relevant ministries and agencies to urgently study and supplement specific mechanisms and policies to implement the goals and tasks in the Resolution of the Politburo, especially mechanisms and policies on finance, budget, investment in key infrastructure, decentralization of management, development of Vinh city to become the center of the North Central region in terms of economy, culture, society, development of the Western region to submit to the Government in the fourth quarter of this year.

Deploying 16 investment and transport infrastructure projects for Nghe An to make a breakthrough
At the same time, the Government's Action Program also sets out 16 investment and transport infrastructure projects in Nghe An province to strive to complete before 2030 for breakthrough development, including: Cultural works of special importance and significance to Nghe An province and the whole country, investing in the restoration of the Kim Lien National Special Historical Relic Site.
Investing in regional connectivity projects including: Upgrading and expanding Vinh international airport in the form of public-private partnership to reach the scale of a level 4E airport; Investing in and constructing the Vinh - Thanh Thuy expressway project (part of the Hanoi - Vientiane expressway); Investing in the new Vinh station - North - South high-speed railway construction project; Upgrading and expanding National Highway 7C, Nghi Loc - Do Luong section; Upgrading and expanding National Highway 48 from Yen Ly to Quy Hop; Investing in the construction of Dong Hoi port area; Upgrading and expanding Bac Cua Lo port area, etc.

Deputy Prime Minister Le Minh Khai emphasized: "The guiding ideology and content of Resolution No. 39 of the Politburo have put forward many new orientations, new ideas and new breakthrough visions in the development of Nghe An province.
We can believe that, with the attention of the Party and Government, with the determination and efforts of the Party Committee, the government and the will and aspirations for development of the people of Nghe An province, we can turn difficulties and challenges into new opportunities, turn potentials and advantages into development motivations for Nghe An province to make breakthroughs, develop quickly and sustainably, worthy of the role, strategic position and potentials and advantages of the Region".
At the conference, comrade Nguyen Khac Dinh, Vice Chairman of the National Assembly, Minister of Planning and Investment Nguyen Chi Dung, Deputy Minister of Finance Vo Thanh Hung, Secretary of Thanh Hoa Provincial Party Committee Do Trong Hung, Minister of Culture, Sports and Tourism Nguyen Van Hung, leaders of the Ministry of Transport, Secretary of Ha Tinh Provincial Party Committee Hoang Trung Dung... gave speeches, emphasizing the importance of Resolution No. 39, considering this a "golden opportunity" for Nghe An to accelerate development.
Thereby, the delegates proposed solutions, and emphasized that they will coordinate with Nghe An and relevant agencies to research, develop and propose the issuance of specific policies, regional linkage policies, and develop transport infrastructure; especially preserving and promoting the cultural values imbued with identity, character, bravery, and intelligence of the land of Nghe An's talented people, "making culture a soft power" for Nghe An province to break through, move forward strongly, and go far in the coming time./.
