Building a mechanism for coordinating science and technology to promote socio-economic development of the capital

NDO - Representatives of universities and colleges in Hanoi said that the city needs to build an effective coordination mechanism between the government, businesses, universities and high-tech zones to maximize the potential for innovation, aiming to become the leading innovation center in the region.

On the morning of April 15, at Hanoi University of Science and Technology, the Party Committee of Hanoi Universities and Colleges, the Management Board of High-Tech Parks and Industrial Parks of Hanoi organized a Workshop on Solutions to implement Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation in universities and colleges, contributing to the socio -economic development of the capital and the country.

The workshop is a forum for sharing experiences and proposing solutions to effectively and practically implement Resolution 57-NQ/TW, in line with the strengths and development needs of each unit and the Capital.

In his opening speech, Comrade Nguyen Thanh Son, Member of the City Party Committee, Secretary of the Party Committee of Hanoi Universities and Colleges emphasized: Hanoi is the national political and administrative center, a major center of economy, culture, education, science and technology of the whole country, converging many favorable conditions to take the lead in implementing Resolution 57-NQ/TW. With a network of hundreds of universities, colleges, research institutes, and a large team of intellectuals and scientists, the university and college education system in the capital plays a particularly important role in realizing the great aspirations of the Resolution, creating new momentum for GRDP growth, improving labor productivity, developing the knowledge economy and comprehensive digital transformation.

Comrade Nguyen Thanh Son suggested that the workshop should focus on discussing and clarifying issues such as: demonstrating the pioneering role of Party committees and organizations inuniversities and colleges in leading, directing and implementing the Resolution; identifying what science and technology development, innovation and digital transformation in universities are, where to start and how to do it, how to mobilize all social resources and unleash the potential of Vietnamese intellectuals at home and abroad.

The workshop needs to point out bottlenecks and barriers in the development of science, technology, innovation, and digital transformation in the connection model between the State, businesses, scientists, universities, etc.

At the workshop, representatives of higher education institutions, experts and scientists affirmed that with the existing knowledge, technology and human resources, the higher education system in Hanoi has enough conditions to affirm its pioneering role in the process of realizing Resolution 57-NQ/TW. Representatives of higher education institutions proposed cooperation mechanisms and initiatives between universities and management agencies to implement Resolution 57-NQ/TW, contributing to the socio-economic development of the capital and the country.

Professor, Dr. Le Anh Tuan, Party Secretary, Chairman of the University Council, Hanoi University of Science and Technology, said that developing science and technology is not only a strategic task but also a prerequisite for Hanoi to achieve the goal of green, sustainable growth and international integration. To achieve the target of GRDP growth of 10%, Hanoi needs a special mechanism, an action alliance and a strong knowledge-technology-human driving force.

As the leading technical university in the country, Hanoi University of Science and Technology is committed to working closely with the city to create substantial, sustainable and breakthrough changes, contributing to the vision of turning Hanoi into a smart-green-modern city by 2045.

Hanoi University of Science and Technology proposed four strategic mechanisms, specifically: Strategic ordering mechanism from the city to the university for key strategic research programs of the capital; establishment of Hanoi University Innovation Alliance to promote the collective strength of higher education institutions in the capital; building a mechanism for testing urban technology at Hoa Lac High-Tech Park, Hanoi High-Tech Biotechnology Park and Hanoi Industrial Zones/Clusters, testing digital maps, urban sensors, AI traffic coordination, integrated public services; establishment of Hanoi Innovation Fund in the form of State investment - enterprise operation.

At the same time, Hanoi University of Science and Technology proposed 8 strategic technologies to serve the growth of the capital to realize Resolution No. 57-NQ/TW: artificial intelligence; big data; internet of things; blockchain technology; biotechnology and biomedicine; new materials and clean energy technology; automation and robotics technology; network security and information security technology.

Thereby, Hanoi University of Science and Technology proposed 6 strategic research programs in coordination with the City to serve GRDP growth and sustainable development of the Capital, including: Hanoi urban AI ecosystem; developing small-scale high-tech industries; digital technology market and knowledge commercialization platform; building a digital map of productivity and impact of science and technology activities in Hanoi; forming an Urban Risk Simulation-Forecasting Center; Research program on developing high-quality human resources.

Dr. Le Mai Lan, VinUni University also affirmed that in the process of implementing Resolution 57-NQ/TW, universities and colleges need to play a core role in connecting knowledge-technology-market, becoming the center of the local innovation and digital transformation ecosystem.

In the immediate future, we can start with a pilot project in Hanoi - a place with all the favorable factors: dynamic government, network of leading universities, strong technology enterprises and Hoa Lac High-Tech Park waiting for an effective operating mechanism.

The pilot project should clearly identify priority goals, such as green transformation, smart urban technology, sustainable logistics, etc., select a few pioneering universities and enterprises to participate, develop a specific financial-policy mechanism and have a specialized coordination unit.

In the long term, it is necessary to institutionalize this cooperation model in the form of a "Project for developing the Capital's innovation ecosystem", chaired by the city government, with regular participation of stakeholders.

To create products and technologies with Hanoi's brand, the representative of the Vietnam Academy of Agriculture proposed that, based on national products, the strengths of the Vietnam Academy of Agriculture and the practical needs of Hanoi, Hanoi city and the Academy need to identify and select a number of strategic technology products necessary in agriculture to focus on research, invest in human resources, facilities, funding, etc.

The conference received presentations from other universities and colleges in the capital. The presentations focused on proposing strategic and breakthrough tasks and solutions. The conference's Organizing Committee said that opinions will be collected and recommended to the Central Government and Hanoi City to continue perfecting institutions and policies on science, technology, and innovation.
