Building the Red River Delta into a dynamic, modern growth pole, leading the country's economy

Concluding the 6th Conference of the Red River Delta Regional Coordination Council (Council) on the morning of September 20, Prime Minister Pham Minh Chinh, Chairman of the Regional Council, requested the entire region to implement 3 pioneering measures together with the whole country to enter a new development stage.

At the Conference, the Council assessed: The Red River Delta is a particularly important strategic area in terms of politics , economy, culture, society, national defense and security of the whole country, one of the two most dynamic economic regions in Vietnam, an important growth pole, playing a decisive role in the development of the whole country.

Despite the difficulties and challenges of the international and domestic situation, the Red River Delta economy has made efforts and still achieved positive results, leading the country in many fields. The economic growth rate (GRDP) of the region in the first 6 months of 2025 reached 9.32%, higher than the national average and leading among the 6 economic regions.

In the first 8 months of 2025, the region was a bright spot in attracting foreign direct investment (FDI), reaching 5.4 billion USD, accounting for 49.2% of the total registered capital of the country; ranking first in State budget revenue, reaching over 814.6 trillion VND, accounting for 46.8% of the total revenue of the country.

In the first 8 months of 2025, the Red River Delta also leads in export turnover, with a total turnover of 129.3 billion USD, accounting for about 32.5% of the country's export turnover; leads in business development, with the number of newly established enterprises being nearly 42,800, accounting for 33.3% of the country; pioneers in disbursing public investment capital, with the region's disbursement rate reaching 53.6% of the assigned plan...

In particular, localities have made strong breakthroughs, leading or being among the top leaders in the country in various fields, such as: Hai Phong, Quang Ninh, Bac Ninh, Ninh Binh achieved growth rates from 10.5 to 11.2%; Bac Ninh leads the country in attracting FDI capital; Hanoi ranks 2nd in the country in state budget revenue with 473.4 trillion VND; Bac Ninh ranks 2nd in the country in export turnover, with 57.3 billion USD; Ninh Binh ranks 3rd in the country in disbursement of public investment capital, with 90.5%...

Delegates said that the above achievements, along with the leadership and direction of the Party Central Committee, were partly due to the improved legal system; timely resolution of difficulties and obstacles; close and effective coordination between ministries, branches and localities; especially the trust of the people, especially investors, was strengthened and consolidated.

However, in the development process, there are still bottlenecks, problems and challenges that need to be overcome such as: The current development model of the region is still not commensurate with the potential and has not caught up with the trend of the times; value chains and industry clusters strong enough to create sustainable development have not been formed; after the merger, the transition to implementing planning in provinces and cities is somewhat confusing; the progress of implementing key projects, especially regional linkage projects such as: Ninh Binh - Hai Phong Expressway, Ring Road 4 - Capital Region, Quang Ninh border gate economic zone projects... is still slow; it is recommended that the Prime Minister direct the promotion of regional railway and road linkage projects...

Discussing, answering and directing the handling of difficulties and problems raised by ministries, branches and localities; concluding the conference, Prime Minister Pham Minh Chinh acknowledged, highly appreciated and commended the achievements of Party committees at all levels, authorities, business community, army and people in the Red River Delta region in recent times, making important contributions to the overall achievements of the country.

Pointing out the lessons learned and the role, position and importance of the Red River Delta, Prime Minister Pham Minh Chinh requested the region to take three pioneering steps: Pioneering and making breakthroughs in rapid and sustainable development, improving the material and spiritual life of the people; pioneering and being exemplary in restructuring the economy towards increasing the proportion of industry and services and innovating the growth model towards developing a green economy, digital economy, circular economy, knowledge economy, based on science, technology, innovation, digital transformation; pioneering in building and operating a two-level local government, towards creating development, serving the people, enhancing and consolidating the trust and investment efficiency of domestic and foreign investors.

Regarding tasks and solutions, the Prime Minister pointed out that, based on the conclusion of the Politburo, the Ministry of Finance will coordinate with the Government Office to complete the consolidation of the Red River Delta Regional Council and socio-economic regions to focus on successfully implementing the growth target of 8.3 - 8.5% this year and double digits in the following years, aiming to achieve the two 100-year goals.

Ministries, branches and localities review institutional bottlenecks in all fields, synthesize and send them to the Government, the Ministry of Finance and the Government Office for consideration, amendment and adjustment, on the basis of new policies and the Politburo's Resolution on regional development.

Proactively adjust planning, focus on investing in infrastructure development, especially transportation, telecommunications, energy, culture, education, sports, health, etc.; create connectivity in the entire region to effectively exploit infrastructure in the entire region. The Ministry of Finance proactively listens to, accepts and supplements planning, in the overall national planning, in the direction of national planning being done by the national level, provincial planning by the province and sectoral planning by the sector.

The Prime Minister emphasized that land, resources, minerals, including (common construction materials such as sand, gravel), forests, seas, etc. are all owned by the people, the State represents ownership and determines all related issues such as prices, equality and fairness. Mobilize all resources for development investment, including increasing revenue, saving expenditure to reserve resources for development investment; promote and creatively apply cooperation models, especially public-private cooperation for development.

The Head of Government directed to strongly promote the development of science, technology, innovation, creativity, and digital transformation according to the Resolutions of the Politburo, the National Assembly, and the Government to ensure unity, connectivity, and smoothness on a single infrastructure and platform; promptly handle obstacles in long-standing backlog projects, clear and put these resources into development; resolve environmental and social security issues; develop culture, health care, and education according to the Resolutions of the Politburo, especially promoting social housing projects, connecting heritage and culture, promoting tourism development, and cultural industry.

Prime Minister Pham Minh Chinh emphasized that it is necessary to strengthen the connection between localities in the region, the connection between regions and other regions, domestic and international connections through transport infrastructure projects, including the construction of border economic zones such as in Quang Ninh; improve the quality of human resources and smart governance.

Believing that this is the starting point for a new development phase with new space, new requirements, new vision and approach, the Prime Minister said that each ministry, sector and locality must be a solid link, together building the Red River Delta into a dynamic and modern growth pole, leading the country's economy.

The Prime Minister hopes that Council members, ministries, branches and localities will uphold their responsibilities, with high determination, great efforts, drastic actions, dare to think, dare to do, dare to take responsibility to excellently complete assigned tasks, develop the Red River Delta, affirm the pioneering and leading role, and make worthy contributions to the overall development of the country.
