On April 23, the Government issued a resolution specifying the National Assembly's Resolution on the investment policy of the North-South high-speed railway project. The Ministry of Construction was assigned to preside over and coordinate with relevant agencies to complete the project approval procedures and submit a feasibility study report in August 2026. The State Appraisal Council appraised and submitted to the Prime Minister for approval of the project's Feasibility Study Report in September 2026.
The site clearance work in the 20 provinces and cities where the project passes will be carried out by the localities and EVN, completed before December 2026 to hand over the site to the construction contractor. Ministries and branches will organize the selection of contractors, sign contracts and ensure conditions to start construction before December 31, 2026. The Ministry of Construction will implement the construction, purchase and install equipment, and basically complete the project from 2035.

To speed up the project progress, the Government will develop and issue decrees to implement specific mechanisms and policies approved by the National Assembly , including: Decree regulating the content and requirements for survey and preparation of overall technical design (FEED design) to replace the basic design in the project feasibility study report and design steps to be implemented after FEED design.
Along with that, the Government will develop a decree regulating the criteria for selecting organizations and state-owned enterprises assigned with tasks or Vietnamese organizations and enterprises ordered to provide railway industrial services and goods; a decree guiding the implementation of railway science and technology development work and detailed regulations on research, application, and technology transfer for railway projects.
Railway industry development and human resource training
The railway industry development project to 2035, with a vision to 2045, will be developed and submitted to the Prime Minister for approval. This project will assess the current situation, propose tasks and solutions to ensure compliance with the industry's development orientation and roadmap, and clearly identify key railway industry sectors such as construction, vehicles, specialized materials, electromechanics, signal information systems and supporting industries, along with a specific roadmap for each sector.
In addition, a project on training and developing human resources for the railway sector will also be developed and submitted to the Prime Minister to implement training work according to plan.
The specialized Project Management Board has been strengthened to organize, manage and implement the Project. Vietnam Railway Corporation will be restructured to coordinate and participate in the project implementation process right from the investment preparation stage, implementation and receiving, managing and maintaining the infrastructure after the project is completed.
Urban development at stations
The Government requires localities to proactively coordinate with the Ministry of Construction to promptly review and adjust the planning of the surrounding areas of high-speed railway stations based on the identified station location plan. This adjustment includes planning, architecture, technical infrastructure and social infrastructure indicators to implement land exploitation projects according to the urban development model associated with public transport (TOD).
Localities organize the establishment and approval of land exploitation projects according to the TOD model at stations; at the same time, arrange budget capital for compensation and resettlement support according to the planning of the station vicinity, thereby creating land funds for auction, serving the goal of urban development.
The budget source collected from the auction of land funds in the vicinity of high-speed railway stations will be used by localities for urban development according to regulations, while creating financial resources for reinvestment for both local and central budgets.
The North-South high-speed railway project was approved by the National Assembly in November 2024 with a total preliminary capital of about 1.7 quadrillion VND (equivalent to 67 billion USD). The 1,541 km long route, starting from Ngoc Hoi station (Hanoi) and ending at Thu Thiem station (Ho Chi Minh City), passes through 20 provinces and cities.
The project is newly invested with a double gauge of 1,435 mm, a design speed of 350 km/h, a load capacity of 22.5 tons/axle, including 23 passenger stations and 5 freight stations, meeting the needs of passenger transport and being able to transport freight when necessary, while serving national defense and security goals.
