The project's delay not only caused a huge waste of investment resources and land, but also made more than 320 households in Van Noi village (now Van Noi residential area) wait wearily for service land to be delivered.
The project to invest in building technical infrastructure for a residential area in Van Noi, Phu Luong ward (Ha Dong) is behind schedule, causing waste.
According to the investigation of the Hanoi Moi Newspaper reporter, the project to invest in building technical infrastructure for the residential land (service land) of Man Doc, Thanh Luon (Van Noi village, Phu Luong ward) started in 2015 with a total investment of about 50 billion VND. In 2017, the project basically completed the following items: Leveling the ground, traffic roads; water supply and drainage system; sidewalks, trees; traffic safety system; domestic power supply and lighting system; communication cable system, but to date it has not been handed over and put into use.
Speaking to reporters, General Director of Trung Viet Construction Investment Joint Stock Company (project investor) Cu Ngoc On said: "The reason why the project is still unfinished is because there is a 200m long road section of the project adjacent to the planned underground ditch under the N11 and N1 roads in the Phu Luong New Urban Area that has not been implemented by Hanoi City and is still waiting. Only when the underground ditch is constructed according to the plan, then the road of the project can be completed."
The reality of the reporter at the project shows that, due to the long construction period, some items of the project have not been maintained and repaired, so they have seriously degraded, many trees have died, while wild plants have grown wildly. Notably, the electrical cabinet system has rusted as well as equipment and wires inside have been stolen, many manhole covers have been lost...
Ms. Nguyen Thanh T. in residential group 3 (Phu Luong ward) said: "Seeing the project basically completed in 2017 but abandoned until now, everyone passing by feels sorry. Meanwhile, hundreds of households in residential groups 1, 2, 3, 4, 5 are still waiting to be assigned service land."
Chairman of the Board of Directors of Van Noi Cooperative Nguyen Van Hung shared that, implementing the Phu Luong New Urban Area project and a number of projects in the area, from 2007 to 2010, Van Noi had over 700 households whose recovered land met the conditions for being granted service land; of which 320 households were expected to be assigned to the project to invest in building technical infrastructure for residential land (service land) in Man Doc and Thanh Luong fields. Up to now, households have basically been drawn, but no household has been assigned land in the field.
“Almost all agricultural land has been reclaimed, but service land has not been allocated, making life difficult for many households. I request Ha Dong district to soon find a solution to this problem,” Mr. Hung suggested.
To avoid waste, after basically completing the project, in 2018, Trung Viet Construction Investment Joint Stock Company submitted a report to the People's Committee of Ha Dong District. In which, it requested acceptance and confirmation of the value of the first phase of the investment cost of the project to invest in the construction of technical infrastructure for residential land (service land) in Van Noi village, for settlement and handover.
Regarding this issue, Vice Chairman of Ha Dong District People's Committee Tran Thi Luong An informed that, based on the inspection report of the District Finance - Planning Department and Trung Viet Construction Investment Joint Stock Company, Ha Dong District People's Committee confirmed the value (provisional) of the first phase of the project's technical infrastructure investment costs with a total contract value of over VND 45,361 billion. However, because the project has not been completed, it is not yet eligible for the district to pay, finalize, hand over, and put the project into use.
Thus, the “bottleneck” of the project is that there are still about 200m of traffic roads in the project that cannot be constructed. To speed up the project progress and avoid prolonged waste, it is recommended that relevant authorities and functional agencies promptly find solutions to resolve the issue.
