Building a strong and widespread militia and self-defense force in Vinh Long province

Over the past years, the Party Committee and the Military Command of Vinh Long province have advised the Provincial Party Committee and the Provincial People's Committee to lead and direct the improvement of the quality of the work of building a strong and widespread militia and self-defense force. From there, it has contributed to the effective implementation of local defense and military work. Reporters of the People's Army Newspaper had an interview with Colonel Tran Minh Trang, Commander of the Military Command of Vinh Long province, about this issue.

Colonel Tran Minh Trang: The Party Committee and the Provincial Military Command have advised the Provincial Party Committee and the Provincial People's Committee to issue many documents on leadership, direction and implementation for key officials of the provincial departments, branches, sectors and mass organizations; the People's Committees, branches, sectors and mass organizations of communes and wards to thoroughly grasp and develop plans to organize the implementation of the work of building a militia force with sufficient quantity, ensuring quality, close to the requirements of tasks and practical situations. We also continue to effectively implement the Project "Organizing force building, training, operations and ensuring policies and regimes for the militia force in the period of 2021-2025", Decision No. 25 dated March 13, 2024 of the Prime Minister on approving the Project "Building and improving the effectiveness of the Military Command and militia force at the commune level in border, coastal and island areas to meet the requirements and tasks in the new situation"; Focus on improving the quality of force building, combat readiness (SSCĐ), training, exercises... for militia and self-defense units in the whole province.

Colonel Tran Minh Trang: After merging administrative units and implementing two-level local government, the Provincial Military Command has completed the organization and staffing of the militia and self-defense force. Up to now, the provincial militia and self-defense force accounts for more than 0.9% of the population; the party membership rate is 21.3%; the union membership rate is 68.4%; 100% of commune-level military commands have the correct and sufficient staffing for all positions in the command; 100% of military cells have party committees.

The Provincial Military Command also directed the advisory and support agencies to guide the issuance and adjustment of documents and plans for the Self-Defense Forces units in accordance with the instructions and the characteristics of each locality, ensuring that 100% of the newly established Self-Defense Forces units enter the Self-Defense Forces duty in accordance with regulations. In addition, the planning and training of the Self-Defense Force cadre team in conjunction with the planning of the next generation of cadres of the local government are given attention and implemented synchronously. Every year, the organization organizes the recruitment of cadres to take the intermediate, college, university, and 2-degree exams in basic military fields, with a passing rate of more than 90% of the registered applications; the arrangement and placement of Self-Defense Force cadres is carried out in accordance with the correct procedures, in accordance with the local staffing needs.

Vinh Long province militia and self-defense forces participate in building rural traffic bridges.

In training, we always thoroughly grasp and implement the motto "Fundamental, practical, quality", flexibly applying viewpoints, principles and methods to improve efficiency and quality. The annual training results of 100% of militia officers and soldiers meet the requirements, of which the good and excellent rate reaches over 75%. The militia force has coordinated with functional forces to promptly resolve many complicated cases right at the grassroots level, preventing hot spots from arising, maintaining political stability, social order and safety, creating conditions for socio-economic development; at the same time, actively participating and doing well in mass mobilization work, strictly implementing the Party's guidelines and policies, and the State's policies and laws.

Colonel Tran Minh Trang: The commune-level area is quite large compared to before the merger of administrative units. Although the staff of the commune-level military command is sufficient according to regulations, it is still thin compared to the actual situation of the area; the pressure on management, operation, and maintenance of combat readiness is facing many difficulties. The arrangement of working headquarters, living, studying, and working places has basically ensured 124/124 commune-level military command offices, however, there are still some headquarters that are not unified and not synchronized; some comrades have not been accepted as civil servants according to the provisions of current law...

Colonel Tran Minh Trang: The Party Committee and the Provincial Military Command continue to fully grasp and seriously implement documents of all levels on the work of building the militia and self-defense force to promptly advise the Provincial Party Committee and the Provincial People's Committee in leading, directing and effectively implementing militia and self-defense work. Closely coordinate with branches and levels in advising on the implementation of projects approved by the Provincial People's Council. Well implement the work of planning, training and effectively using militia and self-defense cadres after training; well implement the work of advanced political theory training and basic military university for commune-level military command cadres to ensure correct and sufficient qualifications according to regulations; focus on training new, practical content, close to task requirements and suitable to the characteristics and situation in each locality; ensure correct and sufficient program content and absolute safety in training.

Focus on building the militia and self-defense force to meet the targets set out in the resolution; coordinate with the Party Committee at the commune level to select sources for developing party members in the militia and self-defense force, combined with the work of planning cadres, as a basis for arranging and assigning militia and self-defense cadres in accordance with the local staffing needs; do a good job of emulation and commendation; seriously rectify and overcome limitations and weaknesses to gradually improve the quality of construction work and operations of militia and self-defense units, contributing to building a strong national defense foundation and building an increasingly solid provincial defense zone.
