The above results are the efforts of the entire political system and people over many years of implementing the program and are even more exciting when being the first locality in the province to be recognized by the Prime Minister as a district meeting the NTM standards in 2019. Comrade Dang Nang Tom, Vice Chairman of Ninh Phuoc District People's Committee, said: Combining the State's support resources and promoting the internal strength of the people, the district mobilized over 2,300 billion VND to invest in essential socio-economic infrastructure. Emulation movements and contributions to building widespread infrastructure development at the grassroots level, effective agricultural economic models are constantly maintained and replicated; contributing to improving the material and spiritual life of rural people. This is the driving force for the district to continue to propose solutions to maintain and improve the quality of the achieved criteria, aiming to build 8/8 communes meeting the advanced NTM standards in 2025.
Right from the first years of implementing the program, the Provincial Party Committee, People's Council, and People's Committee have issued many resolutions, action programs, guiding documents, and assigned tasks to departments, branches, associations, and organizations to support localities in striving to achieve NTM standards in each area of management and responsibility. With the policy of building NTM to improve the material and spiritual life of the people, in agricultural production, localities have organized reasonable planning of production areas, combined with allocated resources to develop plans, and supported people to deploy a series of effective economic models in various fields. Up to now, many localities have formed concentrated specialized production areas, with 36 large fields such as rice, grapes, corn, green asparagus, purple onions on an area of over 5,000 hectares; forming 70 value chain links for cultivation and livestock, the area applying high technology reached over 750 hectares. In order to effectively cope with drought, the districts have also proactively promoted and mobilized farmers to convert 1,785.9 hectares of rice land to water-saving upland crops, bringing high economic value, the unit area value in the converted areas has increased sharply compared to rice cultivation. Coastal communes have promoted their potential and advantages in exploiting and cultivating aquatic products, developing fishery logistics services and seafood processing. The work of supporting and consolidating cooperatives has also received attention and focus, creating an important highlight to promote the development of the province's agricultural products, contributing to reducing the rate of poor households in rural areas to 7,874 households.
At the same time, determining the role of propaganda about the meaning and purpose of the new rural construction program must always be one step ahead, the forms of propaganda are widely and diversely deployed with the participation of the entire political system to deeply and practically convey the Party's guidelines and the State's policies on new rural construction to all classes of people. Comrade Nguyen Thi Le, Vice Chairman of the Provincial Vietnam Fatherland Front Committee shared: In the spirit of "Using the people's strength to build people's lives" and the motto "The State and the people work together", the Front at all levels in recent times has guided and promoted the role of the Front Working Committee, clans, religions, dignitaries, and prestigious people in propaganda, calling on all classes of people to join hands and actively contribute to completing the criteria on new rural construction, with 5 main contents of the campaign "All people unite to build new rural areas and civilized urban areas". Thanks to that, emulation movements and contributions to the program have been actively responded to and participated in by people with many specific and practical actions in each locality; thereby, creating solidarity and cohesion among ethnic groups, together building a more prosperous and beautiful homeland.
Combining support resources from superiors, many households and individuals voluntarily donated thousands of square meters of land, rocks, materials of all kinds, contributed money, and labor to repair or concretize rural roads, canals, schools, markets, etc. to effectively serve the needs of people's lives and activities. Activities related toeducation , health, culture and environment, and support for housing construction for poor households were implemented by all levels and sectors according to plan. With the drastic participation of the entire political system, the role of grassroots party organizations, authorities, and unions in many places was well promoted along with the spirit of proactive participation of the people, contributing to the high quality and efficiency of the new rural construction program. Up to now, the whole province has 2 districts, Ninh Phuoc and Ninh Hai, meeting the new rural district standards; 32/47 communes meeting the new rural standards; of which, 12 communes have met the advanced new rural standards; 75 villages meet the standards of new rural villages and 7 villages meet the standards of model new rural villages.
In order for the new rural construction program to go in the right direction, in line with the economic conditions of the province, ensuring the completion of targets according to Resolution No. 16-NQ/TU dated January 13, 2022 of the 14th Provincial Party Committee on continuing to strengthen the leadership of Party committees at all levels in implementing new rural construction by 2025, with a vision to 2030. Accordingly, it is required that all levels, sectors and localities comprehensively implement the contents of the program; promote the attraction of investment resources, enhance propaganda and advocacy activities, mobilize the participation of people, businesses and the entire political system to successfully implement the set goals. With the determination to strive to have at least 4 districts meeting new rural standards and 38/47 communes meeting new rural standards, of which at least 15 communes meet advanced new rural standards and 5 communes meet model new rural standards; no more communes with less than 15 new rural criteria...
We believe that with the drastic participation of the entire political system and the spirit of solidarity and contribution of the people, the program of building new rural areas in the province will continue to reap many good results, bringing a prosperous and happy life to the people.
