Truc Ninh district is assessed by the Provincial Steering Committee 138 to have regular breakthrough solutions to effectively mobilize the combined strength of the entire political system and all classes of people to participate in building, maintaining and expanding the movement of the entire people to protect national security. In particular, every year the District Steering Committee 138 proactively advises local Party committees and authorities to issue plans on building the movement of the entire people to protect national security; plans on implementing crime prevention and control work; plans on continuing to promote the implementation of Directive No. 07/CT-BCA-V28 of the Minister of Public Security on "Promoting the movement of the entire people to protect national security in agencies, enterprises and schools to meet the requirements and tasks of ensuring national security and order in the new situation". Directing agencies, units and enterprises in the area to widely implement the movement of the entire people participating in protecting national security, closely combining with the "Movement of the entire people participating in detecting, denouncing crimes and educating and reforming wrongdoers in families and communities"; "Preventing and stopping crimes and social evils among youth and teenagers"; "Managing and educating children in the family not to commit crimes and social evils"... Currently in the district, there are 23 models and movements of the entire people protecting national security operating effectively, typically the "Three safe" model; the "5 in 1 model on drugs"; the "6 in 1 model joining hands to help wrongdoers" model; the "Self-management, self-prevention, self-protection, self-reconciliation" model; the "Self-management of veteran groups on national security and order" model; The "Security Camera" model... The movement of the entire people to protect national security has developed widely throughout the district, contributing to the solid consolidation of the people's security posture, creating an important premise for the development of the local economy, culture and society. Good implementation of the criteria on national security and order has actively contributed to bringing 10/21 communes and towns of Truc Ninh district to the advanced new rural standards, period 2021-2025; of which 6 communes have met the standards of model new rural communes and 3 towns have met the standards of civilized urban areas. In 2025, Truc Ninh district was recognized by the Prime Minister as meeting the advanced new rural standards in 2024.
Over the years, Le Hong Phong High School for the Gifted has made active contributions to training human resources and nurturing talents for the country. Since the 1993-1994 school year, the school has had over 50 students winning regional and international awards, and thousands of students winning national excellent student awards. Currently, the school regularly maintains 48 classes; about 1,700 students; 150 cadres, teachers and staff. Hamlet 6+7 is located in the center of Nam Duong commune (Nam Truc) with 282 households and 986 people. Identifying the area as having potential complex factors in terms of security and order, the Party Committee and People's Committee of the commune have strengthened leadership and direction, focusing on building a force to participate in protecting security and order with experienced and prestigious members among the people. Since its establishment, the security and order protection team at the grassroots level has promoted its role as a core force in building the movement of the entire people to protect national security and order and fight against crime. The security and order protection team at the grassroots level regularly performs well in patrolling, grasps the local situation, provides the commune police with valuable information; at the same time, actively participates in building the movement of the entire people to protect national security and order. Up to now, the locality has successfully built the models of "Self-managed teams to ensure order in traffic safety corridors", "Self-managed routes on security and order", in which members of the security and order protection team are all team leaders of the model. In addition, the security and order protection team at the grassroots level actively participates with the Front Working Committee in the activities of the "Basic reconciliation team"; successfully reconciles 3 conflicts among the people. A typical example is the conflict in the use of the shared road between Mr. Vu Van T's family and Ms. Vu Thi D's family, both residing in hamlet 6+7, which has lasted for many years. In recent years, the work of building a mass movement to protect national security in Nam Dinh has had many positive changes. In particular, the movement has received special attention from Party committees and authorities at all levels, especially in communes, wards, towns, agencies, enterprises, and educational institutions, with strong and effective leadership and direction. Agencies, departments, branches, and organizations regularly coordinate closely with the police force to grasp the situation, promptly mobilize and propagate, and thoroughly resolve more than 20 complaints, especially crowded, complicated, and prolonged complaints in Con Xanh area, Nghia Hung district, not allowing the formation of "hot spots" of national security and order. The movement is focused on launching in important areas and fields with potential complications such as implementing key projects of the province; preventing criminal and drug crimes; managing and educating people at risk of violating the law; Building a "Province of fire prevention and fighting safety" and the model of "Fire prevention and fighting safety" and "Firmly grasp, strictly manage and prevent violations of the law in cyberspace". Thereby, the awareness of the masses about ensuring security and order at the grassroots level has been raised, the rate of criminal offenses has decreased by 10.1%; actively supporting the police force to investigate and discover 97.16% of the number of crimes that occurred. Up to now, the core force in the movement has been consolidated with over 6,300 members of the security and order protection team at the grassroots level; 3 new models have been announced by the Central Steering Committee 138, the Ministry of Public Security to be replicated nationwide; 4 more model ward police units on security and order and urban civilization; there are 62 typical units in the movement of the whole people protecting national security and order. Thereby contributing to maintaining national security, ensuring social order and safety, effectively serving the socio -economic development tasks of the province.
