Building Hanoi Capital to truly become a "Cultured - Civilized - Modern" city

On the morning of January 9, Comrade Nguyen Chi Dung, Member of the Party Central Committee, Minister of Planning and Investment and Comrade Tran Sy Thanh, Member of the Party Central Committee, Chairman of the Hanoi People's Committee co-chaired the Consultation Workshop on the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050. The workshop also had the participation of ministries, branches, Hanoi People's Committee, departments and branches of Hanoi city and experts and scientists.

Speaking at the workshop, Minister of Planning and Investment Nguyen Chi Dung said that the Hanoi Capital Planning was established in the context of the Resolution of the 13th National Party Congress clearly defining the country's development orientation until 2045; Resolution No. 30-NQ/TW of the Politburo on the development of the Red River Delta region until 2030, with a vision to 2045; Resolution No. 15-NQ/TW of the Politburo dated May 5, 2022 on the direction and tasks of developing the Hanoi Capital until 2030, with a vision to 2045, along with the Resolution of the City Party Congress for the 2020-2025 term; The National Assembly approved the National Master Plan and the National Land Use Plan for the 2021-2030 period, with a vision to 2050. Notably, 109/110 plans in the national planning system have completed the preparation, appraisal and approval; of which 20 national-level plans and 07 provincial plans in the Red River Delta have been approved.

According to Minister Nguyen Chi Dung, despite the urgent progress (the actual implementation time is about 12 months compared to the regulation of 24 months), the Hanoi Capital Planning is still being implemented meticulously, methodically, seriously, and in compliance with the provisions of the law on planning. During the planning process, Hanoi City has organized to consult 21 ministries and central agencies; 15 provinces and cities in the Capital Region and the Red River Delta; experts, scientists and widely consulted organizations, individuals, and communities through the website of the Capital Planning agency. The content of the Hanoi Capital Planning has demonstrated new thinking and vision, in line with the development orientation of the country's socio -economic development strategy for the period 2021 - 2030; promoting the role of a growth pole and development driving force for localities in the Capital Region and the Red River Delta.

Providing general information about the Capital Planning, Mr. Tran Sy Thanh, Chairman of the Hanoi People's Committee, emphasized that, based on the potentials, advantages and achievements in socio-economic development, the Hanoi Capital Planning has proposed new points with strong breakthroughs in development orientation. Specifically, the Planning has proposed 5 general development perspectives and 3 perspectives on spatial organization. Regarding the development perspective, it clearly emphasizes the factors related to "creating a spillover effect to promote the Red River Delta, the Northern key economic region, the Capital region and the whole country to develop together"; "inclusive, fast and sustainable development"; green urban development; the Red River is the green axis, the central landscape of the Capital; sustainable development on the principle of "following nature"; taking the criteria of green development, circular economy, environmental quality control towards the goal of achieving a net emission level of "0". Regarding spatial organization, the Capital Planning focuses on developing industries and fields concentrated along 5 economic corridors and belts, associated with 5 development axes; at the same time, it focuses on developing 5 types of space: construction space, underground space, digital space, cultural space, public space (especially green space).

The Capital Planning also sets out 20 specific goals, including 06 economic goals; 05 social goals; 06 environmental goals; 02 urban and rural goals and 01 defense and security goal. Among the goals set for this period, Hanoi identifies a number of targets higher than the national average such as: The proportion of digital economy accounts for 40% of GRDP; average GRDP/person reaches about 13,500 - 14,000 USD; the area of ​​public green space in urban areas is about 10 - 12 m2/person; the urbanization rate reaches 65 - 70%...

In particular, the Planning has identified 5 pillars for the development of the Capital, including: (i) culture and heritage; (ii) 3 transformations (green transformation, digital transformation, circular economy); (iii) Synchronous, modern, highly connected infrastructure; (iv) Digital society, digital economy, smart cities; (v) Science, technology and innovation; and 06 key tasks, specifically: (i) Environmental protection; (ii) Transport, urban and rural development; (iii) Economy; (iv) Social culture; (v) Security, safety; (vi) Science, technology and innovation, human resources. The Planning of the Capital has identified environmental tasks as urgent tasks, requiring a thorough solution to the pollution of rivers, reviving the image of green, clean rivers associated with the historical culture of the Capital; handle air pollution and completely resolve local flooding.

At the same time, the Plan also identifies 04 development breakthroughs, including: (1) Breakthrough in institutions and governance; (2) Breakthrough in investment in building synchronous, modern and connected infrastructure; (3) Breakthrough in developing high-quality human resources and exploiting human resources; (4) Breakthrough in urban areas, environment and landscape.

Identify the sectors and fields of the capital that must take the lead in applying scientific and technological achievements, approaching new development trends of the 4.0 revolution; smart development and digital economy, green transformation and circular economy, sharing economy based on digital transformation platform with large database centers and smart operations.

In which, determining the development orientation of important sectors (trade, finance, tourism, industry, agriculture, forestry and fisheries); development orientation of sectors and fields (Health and public health care; Education and training; Culture, sports; Labor, employment, social security; Science and technology; Security, defense, foreign affairs...); urban system planning and territorial organization in rural areas; development orientation of functional areas and technical infrastructure.

The plan also studied the allocation of development space into 05 socio-economic development zones, 05 development-focused spaces to exploit, use and promote development resources effectively, while at the same time having harmonious connections between sub-regions and spaces based on the potentials and comparative advantages of the regions, prioritizing the development of some leading sub-regions, focusing on some new spaces to create development momentum. The planning options for sectors, fields and localities are focused on developing along 04 corridors and 01 economic belt so that the capital Hanoi can truly become a convergence hub, a connection center, a driving force for intra-regional and inter-regional spread, playing an important role in connecting with provinces and cities in the Red River Delta, the capital region, the northern midland and mountainous region, towards international border gates and seaports, affirming Hanoi as the driving force for regional development, the growth pole of the country, the gateway of the ASEAN region connecting with China.

At the Workshop, the Ministry of Planning and Investment sought consultation and opinions from relevant ministries, agencies, organizations, experts and scientists on the Hanoi Capital Region Planning for the period 2021 - 2030, with a vision to 2050. On that basis, the planning agency will focus on researching, receiving and completing the Regional Planning dossier to soon organize appraisal and submit for approval according to regulations.

It can be seen that the Hanoi Capital Planning for the period of 2021 - 2030, with a vision to 2050, after being approved by competent authorities, will be one of the important bases for Hanoi city to deploy the development plans and programs associated with the exploitation, mobilization and use of resources in the period up to 2030, with a vision to 2050, striving to build Hanoi Capital to truly become a "Cultured - Civilized - Modern" city./.
