Building Hanoi City on par with developed countries in the region

On the morning of November 13, at the Conference, Deputy Secretary of Hanoi Nguyen Van Phong disseminated the contents of the Documents of the 18th Congress of Delegates, term 2025-2030.

Accordingly, from October 15-17, 2025, at the National Convention Center, the 18th Congress of the Hanoi Party Committee was solemnly and successfully held. The Congress summarized the 5-year development journey 2020-2025, and determined the goals and tasks for the 5-year period 2025-2030.

The Congress has resolved to approve the City's development orientation. Accordingly, the development goal by 2030: Hanoi is a "Cultured - Civilized - Modern - Happy" Capital, green, smart, a place where cultural quintessence converges, deeply integrated internationally, highly competitive, with a development level on par with the capitals of developed countries in the region.

Being the center and driving force for the development of the Red River Delta and the Northern region, being the growth pole with a leading role in the country's economy and having influence in the region; being a major economic and financial center; a leading center of culture, education and training, healthcare, science, technology and innovation; stable politics and society, peaceful city, happy people.

Vision to 2045: Hanoi Capital is a globally connected city with a high standard of living and quality of life; comprehensively developed economy , culture and society, unique and harmonious, typical of the whole country; with a development level on par with the capitals of developed countries in the region and the world. Based on the viewpoints and development requirements of the Capital by 2030, the Congress identified 43 main targets, including: Regarding the economy: Striving for an average GRDP growth rate of 11.0%/year or more in the 2026 - 2030 period; GRDP per capita of over 12,000 USD; the proportion of digital economy in GRDP of 40%; the proportion of cultural industry in GRDP of 8%; state budget revenue of 3.4 million billion VND; realized social investment capital of 5.0 million billion VND; registered FDI capital of 25 billion USD.

Regarding society: Average life expectancy from birth is 77.5 years old; Human Development Index (HDI) is about 0.88; Periodic health check-up for each person is at least once a year; Happiness index strives to reach 9/10.

Regarding urban areas and environment: Urbanization rate reaches 65-70%; public passenger transport rate meets at least 30% of people's travel needs; the number of days in the year with good and average air quality index reaches 80% or more.

Regarding Party building: The number of newly admitted party members each year must reach at least 11,000, striving to reach 3% of the total number of party members by 2030; the rate of party members and party organizations completing their tasks well or better each year must reach over 90%.

The Congress identified three development breakthroughs, including: Focusing on building and perfecting the capital's development institutions; Developing, exploiting, and effectively using high-quality human resources and attracting talent; Developing a modern, smart, and connected infrastructure system.

The Congress unanimously approved 10 key tasks and solutions for the 2025-2030 period: Building and perfecting institutions and specific policies for the development of the Capital. Promoting the development of science, technology, innovation, and comprehensive digital transformation in all fields; building a Smart City with people and businesses as the center, the subject, the main resource and driving force.

Implement planning; manage and develop urban and rural areas; protect the environment, exploit and use resources effectively, and adapt to climate change. Promote the thousand-year-old cultural values ​​of Thang Long - Hanoi, and build elegant and civilized Hanoians.

Developing education and training, high-quality human resources leading the country, deep international integration. Improving social welfare, people's quality of life. Strengthening national defense and security; preventing and combating natural disasters, search and rescue. Expanding foreign affairs activities and international integration.
