A highway is a road reserved for motor vehicles, with a median strip dividing the road for two separate directions of traffic; it does not intersect at the same level with one or more other roads.
In particular, the highway is fully equipped with service equipment, ensuring continuous and safe traffic, shortening travel time and only allowing vehicles to enter and exit at certain points (Clause 12, Article 3 of the 2008 Road Traffic Law).
Accordingly, pedestrians, rudimentary vehicles, motorbikes, motorcycles and tractors; specialized motorbikes with a design speed of less than 70km/h are not allowed to enter the highway, except for people, vehicles and equipment serving the management and maintenance of the highway (Clause 4, Article 26 of the Law on Road Traffic).

Thus, motorbikes are not allowed on the highway, except in cases of highway management and maintenance duties.
Motorbikes entering the highway will be subject to administrative penalties according to the provisions of Point b, Clause 5, Article 6, Decree 46/2016. Specifically: Fines from VND 500,000 - VND 1 million for motorbike drivers entering the highway, except for vehicles serving the management and maintenance of the highway.
In addition, Point b, Clause 12, Article 6 of Decree 46 also stipulates additional penalties. In addition to being fined, violators will also have their driver's license revoked for 01 - 03 months.
