Consider disciplining a series of officials of Long Xuyen City and Chau Phu District related to land

The Standing Committee of the An Giang Provincial Party Committee stated that the Standing Committee of the Long Xuyen City Party Committee for two terms had been lax in leadership and direction, lacking in inspection and supervision, leading to the City People's Committee and its affiliated units violating legal regulations in compensation and resettlement support, spending the budget against regulations, and implementing large projects without consulting the Standing Committee of the City Party Committee.

Projects such as upgrading and expanding Ap Chien Luoc Street, An Giang University West Area, Le Trong Tan Street, etc. were all carried out in violation of procedures and beyond authority. Due to violations, 17 people involved were prosecuted.

Regarding personal responsibility, Mr. Pham Thanh Thai - former Secretary of the City Party Committee, former Chairman of the People's Committee of Long Xuyen City (2015-2020) and Ms. Dang Thi Hoa Ray - Member of the Standing Committee of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee, former Secretary of the City Party Committee, former Chairman of the People's Committee of Long Xuyen City (2015-2023) were both determined to have violated regulations on what party members are not allowed to do and the responsibility to set an example. Both are being considered for disciplinary action with the level of violation assessed as serious, causing bad public opinion, reducing the reputation of individuals and organizations.

In addition, Mr. Le Ky Quang - currently Chief of Office of the An Giang Provincial People's Committee, and 11 other officials who held key positions at the Long Xuyen City Party Committee were also asked to review and be disciplined.

In Chau Phu district, the violations were concluded to be serious, occurring continuously over the past 25 years of the five terms from 2000 to 2025. The violations included: guaranteeing businesses to borrow capital against regulations, selling land plots illegally, exchanging agricultural land without following procedures, encroaching on public land, not auctioning land use rights, violations in public investment and transferring public land causing loss to the state budget.

In particular, at the Vinh Tre Commercial Center Residential Area project, the authorities determined that there were many violations in compensation and site clearance from 2003 to present; settlement discrepancy of more than 1.1 billion VND; transfer of 54 plots of land and auction of 270 plots of land not in accordance with legal regulations.

The individuals named as responsible include: Mr. Vuong Binh Thanh - former Chairman of the An Giang Provincial People's Committee, former Secretary of the Chau Phu District Party Committee from 2002 to 2005; Mr. Tran Thanh Nha - Deputy Secretary of the Party Committee of the Provincial Party Agencies, former Secretary of the District Party Committee, former Chairman of the Chau Phu District People's Committee. Along with that are 14 party members who held the positions of Secretary of the District Party Committee, member of the Standing Committee, and member of the District Party Committee through many periods.

The Standing Committee of the An Giang Provincial Party Committee has assigned inspection teams to continue completing the review process and disciplinary action against relevant party organizations and party members. At the same time, it has directed the Standing Committee of the Provincial Public Security Party Committee to investigate signs of law violations at the Vinh Tre project, including: compensation, incorrect settlement, illegal land transfer and auction, causing damage to the state budget.
