Strictly handle contractors who violate construction contracts for North-South expressway projects

The Government Office has just announced the Conclusion of Permanent Deputy Prime Minister Nguyen Hoa Binh at the working session of Inspection Team No. 01 on reviewing and removing difficulties and obstacles related to key transport projects scheduled to be completed in 2025 to achieve the target of 3,000km of expressway. Deputy Prime Minister Nguyen Hoa Binh requested localities to completely complete site clearance work in March, open the main route of 04 expressway projects: Hoa Lien - Tuy Loan, Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon, Quy Nhon - Chi Thanh before September 30, 2025; Resolutely and strictly handle contractors who violate the construction progress contract of expressway projects.

The conclusion of Permanent Deputy Prime Minister Nguyen Hoa Binh stated that the 13th National Party Congress set a target of striving to complete 5,000 km of expressways by 2030. The Prime Minister issued a Plan to implement the peak emulation campaign "500 days and nights of emulation to complete 3,000 km of expressways" by 2025.

Through on-site inspections of the Hoa Lien - Tuy Loan, Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon, Quy Nhon - Chi Thanh projects on March 12 and 13, it was found that localities have made efforts to clear the land; investors, contractors, engineers, and workers have worked enthusiastically on construction sites for the goal of completing key projects. However, there are still some problems in the construction process of the projects. Permanent Deputy Prime Minister Nguyen Hoa Binh requested localities, agencies, and units to urgently and seriously implement key tasks to complete the goals of the emulation movement "500 days and nights of emulation to complete 3,000 km of expressway" launched by Prime Minister Pham Minh Chinh.

Accordingly, the Deputy Prime Minister requested the People's Committees of Da Nang, Quang Ngai, Binh Dinh and Phu Yen provinces and cities to thoroughly resolve the problems of site clearance, relocation of technical infrastructure, material sources, construction material prices and mobilize and propagate people to create maximum conditions for the project. Specifically, the People's Committee of Da Nang city will complete site clearance in March 2025 and commit to starting construction of 01 resettlement area, completing procedures for the remaining 02 resettlement areas in March 2025, and completing the entire construction in June 2025.

The People's Committee of Da Nang City studies and considers using the existing "full harvest" output of about 600,000m3 of the southern Da Son II quarry to supply about 200,000m3 for the Hoa Lien - Tuy Loan Project and complete licensing procedures, increase the capacity of the Truong Ban quarry to ensure sufficient material sources for the project in March 2025; consider licensing the southern Da Son II quarry to supply the La Son - Hoa Lien Expressway Project, which is expected to start construction in May 2025.

Quang Ngai Provincial People's Committee speeds up the progress of site clearance and handover in March 2025; adds 02 more quarries to the material supply dossier for the Quang Ngai - Hoai Nhon Expressway Project. Quang Ngai Provincial People's Committee directs investors, contractors and related units to urgently resolve existing problems and difficulties, mobilize all resources to focus on implementing the construction and completion of the entire National Highway 1A - My A - Pho Phong Industrial Park Project to ensure connection, operation and exploitation in sync with the Quang Ngai - Hoai Nhon Expressway Project.

Phu Yen Provincial People's Committee speeds up the site clearance progress for handover in March 2025; creating conditions to increase the annual exploitation capacity of the stone quarry of Phu Yen Road Management and Repair Joint Stock Company to serve the demand for stone used to make asphalt concrete.

Permanent Deputy Prime Minister Nguyen Hoa Binh requested the Ministry of National Defense to soon issue a document agreeing to transfer an additional 7,000 m2 of defense land for the Quy Nhon - Chi Thanh Expressway Project so that Brigade 573 of Military Region 5 has a basis to hand over land to the People's Committee of An Nhon town, Binh Dinh province to carry out site clearance for the project. The Ministry of Construction directed investors and contractors not to be negligent or subjective, but to actively implement the determination to complete the main route of Highway 4 of the Hoa Lien - Tuy Loan, Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon, Quy Nhon - Chi Thanh Expressway Project before September 30, 2025, especially for tunnel No. 3 of the Quang Ngai - Hoai Nhon Project to be completed before December 31, 2025; complete rest stops and intelligent traffic management system, toll collection system (ETC), and vehicle load inspection in 2025.

The Ministry of Construction shall coordinate with relevant agencies to conduct site inspections at least once a month and strictly handle contractors who violate the contract.

The coming time is the stage of mass construction of foundation and road surface items, requiring a huge financial resource for implementation. It is recommended that the investor direct the acceleration of acceptance and payment procedures; have a mechanism to strictly control financial resources to avoid negativity and violations, and control the daily and weekly construction progress, promptly have solutions to handle violating contractors to ensure the project's completion progress. The Director of the Project Management Board is fully responsible for any delays or failure to complete the project according to the set schedule.
