Thoroughly handle the situation of historical relics and national heritage being violated

After the recent vandalism of the Nguyen Dynasty throne, the Hue Monuments Conservation Center has taken many measures to strengthen protection and supervision at locations with historical artifacts that are vulnerable to damage.

The results of the inspection and handling of information reflecting the situation of many historical relics and national heritages being violated have just been reported by the Hue City People's Committee to the Government Office and the Ministry of Culture, Sports and Tourism.

According to the People's Committee of Hue City, after receiving Official Dispatch No. 4729/VPCP KGVX of the Government Office on handling information reflecting the situation of many historical relics and national heritages being violated, the locality issued a document directing the Hue Monuments Conservation Center to urgently inspect the situation of historical relics and national heritages being violated according to information reflected by the press (Nguyen Dynasty cannons placed on the Flag Tower, on both sides of Ngo Mon Gate, tourists stuffed garbage into the gun muzzles; Fire medicine warehouse and Quan Tuong monument became "hot spots" for drug addiction...), urgently taking appropriate handling measures...

The inspection results show that a number of tourists are not aware of protecting the common environment and public property. The supervision and punishment of littering in the wrong place is still loose and not really strict, making tourists not afraid to violate.

Regarding handling and prevention measures, the report said that the Hue Monuments Conservation Center has deployed forces to conduct regular daily inspections, assigned supervisors to the area with cannons to promptly monitor and remind visitors of littering and putting trash into the cannons; regularly collect trash in the cannon display area; and increase warning signs and visiting regulations at locations with historical artifacts that are vulnerable to damage.

The drug addiction hotspots at the Fire Medicine Warehouse and the Statue of the Monument have been completely inspected, and needles have been collected and destroyed. The Hue Monuments Conservation Center has coordinated with the Thuan Hoa Ward Police to install additional surveillance cameras in the Statue of the Monument and the Fire Medicine Warehouse; arrange personnel to regularly monitor and patrol, record videos , and take photos of the area each time they patrol, promptly detect and handle violations.

In addition, the Center has cleared dense vegetation and installed night lights in areas lacking light to reduce illegal gatherings; mobilized local people and tourists to protect the relics and report violations through hotlines and interactive channels.

Hue City leaders also said that after implementing the above measures, the injection situation in the area of ​​Fire Medicine Warehouse and Quan Tuong Dai no longer recurred; the landscape and environmental sanitation were improved, minimizing the situation of dumping trash into the cannon and the relic sightseeing areas. The surveillance camera system and regular patrol forces have improved the effectiveness of preventing social evils and ensuring security and order at the above relic sites.


Faced with the situation of many historical relics and national heritages being damaged, the Ministry of Culture, Sports and Tourism has just issued an Official Dispatch requesting the People's Committees of provinces/cities under the Central Government to direct functional agencies and local authorities to comply with the provisions of the law on cultural heritage and international treaties in the UNESCO Conventions that Vietnam has signed related to world cultural and natural heritage.

In addition, the Ministry recommends that localities review all inventoried and classified relics in the area, ensuring that there are organizations and representatives directly responsible for managing, protecting and looking after the relics.

The relic management apparatus must ensure effectiveness and efficiency to perform well the task of protecting relics, not allowing the situation of relics without or with unclear direct responsibility, being slow in detecting and handling when relic infringements occur, and in cases beyond authority, reporting to the provincial People's Committee for consideration and handling...

At the same time, proactively develop plans to prevent, detect early and be ready to stop and handle acts of encroachment and sabotage. Promote propaganda and education to raise awareness and perception of protecting relics in the community./.
